The Head of DX Project Management Office provides leadership for building and continuously advancing Siemens Healthineers Diagnostics (DX) program and project management capabilities for predictable, cross-functional execution. S/he will be responsible for the coordinated management of DX strategic programs and approved early-innovation projects, as well as for identifying opportunities to balance project pipeline capacity and performance in alignment with business priorities and goals. In addition, the role is accountable for driving DX-wide standardization of project management capabilities through the design, alignment, and continuous improvement of common methods, governance, and best practices, with the objective of establishing and deploying a best-in-industry PMO model consistently across the organization. Project Execution Excellence Clarifies ownership and accountability for project delivery at all levels of the organization, driving a culture shift to value-driven delivery and speed to impact. Develops and implements PM effectiveness metrics. Regularly surveys stakeholders, including core teams and management, to identify issues and opportunities for improving effective and efficient execution. Facilitates regular program and project reviews, testing for probabilistic planning, proactive risk management, and critical thinking to ensure predictability, quality and communication. Creates a systematic approach to improving project planning accuracy and project cycle time (speed to impact). Enforces consistent application of key (external) partner interface processes during execution, including joint requirements management and change control, risk management and issue escalation. Strategic Program/Project Governance Facilitates Siemens Healthineers Diagnostics MT-level project reviews and strategic program/project governance meetings. Works with the functional leaders to ensure appropriate allocation of resources to strategic programs and projects and to resolve competing project needs. Provides critical information to functional leaders for coordinating, allocating and optimizing resources across the DX active project pipeline. Monitors and analyzes overall DX project performance trends and performance, providing/enabling up-to-date views to management on status and performance of early innovation programs, product development pipeline and on-market product support projects. Establishes AI-enabled project reporting and information sharing to improve timely and accurate capture, tracking, analysis of project information and insights. Leading Realization of the DX PMO Vision Develops, maintains and implements the DX PMO Vision and roadmap/operational plan, in close collaboration with the business line PMOs. Advances DX PMO excellence by developing a high performing DX-level PMO team, consisting of Program and Project Leaders, as well as project coordinators/support staff as appropriate. Fosters collaboration and effective integration of improvement efforts across Siemens Healthineers Diagnostics, and with partners, actively contributing to DX-wide continuous improvement initiatives. Mentors and guides the Central PMO staff, and business line PMOs on how to facilitate impactful and sustainable practice changes with project core teams and with other key stakeholders, including governance teams. Adopts and models high accountability, personal ownership and transparency as key pillars to building cross-functional collaboration and driving project success. Defines, owns, and continuously evolves the DX PMO operating model, including governance structures, decision rights, escalation mechanisms, and performance management, to ensure consistent and effective program and project execution across Siemens Healthineers Diagnostics. Designs and aligns DX‑wide PMO frameworks, standards, and core PM processes in close collaboration with business line PMOs, ensuring clarity between central DX PMO authority and business line execution accountability. Cross-Functional PM Capability Building Drives consistent adoption of program and project management best practices across all business line PMOs. Establishes and maintains a standard project management methods and tools, that are scalable to fit the needs of the DX program and project portfolio. Assesses cross-functional project team core team capability and defines specific improvement actions, partnering with functional leaders in developing Core Team talent. Builds and leverages a network of SMEs, coaches and external training and support to meet on-going learning needs of project teams and management. Participates in industry specific project forums, and professional organizations to identify competitive strategies, and to benchmark best practices. Relentlessly pursues making robust project execution a core competitive advantage for the organization. Enterprise Deployment & Institutionalization Leads the DX‑wide deployment and institutionalization of the PMO operating model, ensuring consistent adoption of standardized methods, governance, and tools across all DX business lines, regions, and project types. Establishes mechanisms to measure PMO model adoption, maturity, and effectiveness, using data‑driven insights to track progress, identify gaps, and prioritize improvement actions. Drives change management, communication, and leadership alignment to reinforce enterprise‑wide commitment to standardized PMO practices and sustained compliance with DX PMO frameworks. Continuous Improvement of the PMO System Implements a structured continuous improvement approach for the DX PMO system, leveraging stakeholder feedback, performance data, and external benchmarking to evolve PMO capabilities and practices over time. Ensures the DX PMO model remains fit‑for‑purpose and best‑in‑industry, adapting governance, methodologies, and tools to changing business needs, portfolio complexity, and regulatory requirements.

Requirements

  • Demonstrated success leading large, complex, multimillion‑dollar programs from concept through launch, preferably in Life Sciences or Diagnostics.
  • 11–15 years of progressive leadership experience in project, program, and general management within a regulated product development environment.
  • Proven experience building, scaling, and continuously improving enterprise or divisional PMOs, including operating model design, governance, and performance management.
  • Demonstrated success deploying PMO standards and ways of working across complex, matrixed organizations, driving adoption, compliance, and sustained change.
  • Experience leading PMO transformation initiatives using data, maturity assessments, and continuous improvement mechanisms to evolve organizational effectiveness.
  • Strong track record of leading programs across functional and geographic boundaries, with solid grounding in financial and operational management.
  • Proven leadership in PMO talent strategy, including hiring, onboarding, training, coaching, and professional development of PMO staff and leaders.
  • Recognized as a confident, results‑oriented, and influential leader with strong communication, collaboration, and stakeholder‑engagement skills.
  • Deep expertise in program and project management methodologies, tools, and processes, including experience managing and negotiating external partnerships.
  • Bachelor’s or advanced degree in business, science, or engineering; PMP certification or equivalent required.
  • A successful candidate must be able to work with controlled technology in accordance with US export control law.
