A Non-Merit vacancy exists in the Department of Housing and Community Development. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. All interested candidates must apply at this time.

  • Plans, coordinates, and supervises the enforcement of HUD's housing quality standards (HQS) and/or National Standards for the Physical Inspection of Real Estate (NSPIRE).
  • Inspects the construction, repair, and alteration of buildings and structures.
  • Inspects buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, and livability codes, zoning laws, and other regulations.
  • Coordinates the day-to-day activities of the Housing Choice Voucher (HCV) Program housing inspections operations.
  • Oversees and maintains the control system for the assigned Inspection caseloads.
  • Supervises all initial, biennial, and complaint inspections.
  • Assigns and reviews work of Rental Subsidy Program Inspectors.
  • Reviews inspection and generates reports.
  • Provides advice and consultation to owners and managers of units subsidized by the HCV Program.
  • Consults with owners and managers to resolve violations.
  • Serves as point of contact and responds to inquiries related to inspections.
  • Makes field inspections to conduct quality control inspections.
  • Supervises the issuance of letters failing units, abating payments and terminating contracts.
  • Testifies at hearings and various court proceedings when required.
  • Coordinates and directs the preparation of inspection activities reports.
  • Keeps agency management informed of the progress of cases.
  • Mediates complaints and Dwelling Lease violations regarding HQS unit inspection items.
  • Provides accurate information to tenant and landlord/owner questions, disputes and program rights and responsibilities.
  • Complies with Section Eight Management Assessment Program (SEMAP) regarding Housing Quality Standards (HQS).
  • Compiles data for reports required of the Housing Choice Voucher Program.
  • Investigates complaints of program abuse and takes appropriate action.
  • Maintains records of inspection activities.
  • Prepares reports.
  • Bachelor's degree in architecture, business administration, civil or mechanical engineering, or a related field.
  • Four years' experience in HQS (or similar) inspections, two years of which were in a supervisory capacity.
  • Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license.
  • Registration as a Journeyman or Master Plumber in Baltimore County.
  • Registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License.
