About The Position

The Human Resources Department is recruiting for a Human Capital Management (HCM) System Division Chief to administer the activities of the HCM system and lead a team of experienced and dedicated Human Resources professionals who serve as strategic advisors to County leadership (e.g., department heads, managers, supervisors, etc.) and employees. The HCM team supports two functions within the County: the implementation programming of new pay strategies driven by bargaining agreements, to include enhancements/maintenance of the system and the data entry of payroll transactions as it pertains to new hires, promotions, position control and other personnel changes that impact wages and benefits.

Requirements

  • Bachelor's Degree in human resources management, industrial relations, organizational psychology, public or business administration, or another job relevant field.
  • Three (3) years of professional experience working with an HCM software application, such as Peoplesoft or an equivalent workforce solution management application system. Qualifying experience must include primary responsibility for performing advanced/complex systems analysis; design, implementation, maintenance, and enhancements of system modules; collaborating with system vendor contacts to troubleshoot and/or resolve system issues; establishing data transfer files/interfaces and determining appropriate upload timelines; collaborating with key stakeholders to ensure the system meets business operational needs; and/or overseeing system programming/reprogramming to align with union negotiated benefits.  This experience must have included lead or supervisory responsibility for subordinate staff.
  • All qualifying experience must be obtained within a public sector (i.e., government) agency with or a large private sector employer with a large, union represented workforce (500+ regular employees).
  • Applicants with an acceptable combination of relevant education and qualifying experience that provides the required knowledge and abilities may be considered.
  • Travel throughout the County is required. Employees will be required to make provisions for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
  • Candidates selected for this position must pass a background investigation and medical examination including drug screening.
  • San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Responsibilities

  • Responsible for the selection, training, supervision, and development of subordinate staff and providing direction and support in the planning, coordinating, and review of subordinate staff's work assignments.
  • Responds to questions related to difficult technical issues, providing guidance and direction to staff.
  • Coordinate the implementation and monitoring of labor relations agreements assuring delivery of services and compliance with all contract terms.
  • Consult with and advise County administrators on specific HCM related problems, policy formulation, program planning, and technical development.
  • Prepares the division budget and makes recommendations for monitoring and control techniques.
  • Research, analyze and interpret legislation, legal decisions, and governmental directives related to system operations; recommend necessary changes and direct the implementation of changes.
