Incumbent will be responsible for coordinating certain HCBS quality review functions. Will be responsible for Quality Reports and other CMS waiver reports. Will work in coordination with waiver Program Managers to assure completion of appropriate remediation based on quality review data. Will also work closely with assessing entities/MCO to identity training needed based on quality reviews. This position will also serve as the KDADS HCBS liaison for KanCare Quality Strategy & EQRO work with the State Medicaid Agency, including coordinating with the contracted EQRO. The position also serves as a liaison between MCOs, assessing entities, key staff at KDADS & KDHE.

  • Gather findings from quarterly HCBS quality reviews and outreach to MCOs and assessors for remediation, as necessary.
  • Proficient in the KDADS Quality Review Tracking (QRT) system and can onboard new entities to system and provide training as needed.
  • Review and summarize key findings of all MCO reports (i.e. LTSS reports, IDD KKMAR, etc.…)
  • Serve as liaison for KDADS HCBS in meetings regarding Quality Strategy with KDHE and the state's contracted EQRO.
  • Work closely with KDHE in all aspects of the waiver quality process.
  • Serve as liaison for KDADS HCBS to the state's contracted EQRO for consumer satisfaction survey.
  • Coordinate HCBS updates for quarterly KanCare reports and all other required waiver reports that are sent to CMS.
  • Will work in coordination with waiver Program Managers to assure completion of appropriate remediation based on quality review data. Will help to facilitate program manager involvement and understanding in the waiver quality process.
  • Assist Program Manager's to Coordinate and prepare responses for KDADS for CMS Corrective Action Plan monitoring.
  • Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
  • At least 3 years' experience in program, planning, developing, implementing; and directing programs/ services, preferably in the human services field.
  • 2 years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines, and/or compliance or community service activities.
  • Familiarity with the Home and Community Based system.
  • Demonstrated experience in program and/or data management.
  • Demonstrated ability to organize, evaluate, direct, and facilitate the work of groups and individuals.
  • Demonstrated experience Word, Excel, PowerPoint, Access with proofreading, editing, attention to detail.
  • Demonstrated the ability to understand, interpret and apply Federal laws and State statutes/regulations.
  • Experience in analysis of program and system performance outcome standards.
  • Excellent interpersonal/public skills and ability to express one's self clearly and effectively, both in writing and orally.
  • Experience in the design, development and presentation of program/ work related information and materials to a public audience.
  • Four years' experience in the human services field.
  • Experience with or work in health care setting, Medicaid HCBS Programs, or Managed Care Health Systems.
  • Previous experience or knowledge working with aging and/or disabled population
  • Experience in quality enhancement efforts in a large community-based service agency.
