The Oregon Department of Environmental Quality has a full-time opportunity available for a Hazardous Materials Management Manager (Natural Resource Protection and Sustainability Manager 2). The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources. The Land Quality Division leads the department in achieving its mission by developing policy, implementation tools, and implementation priorities for improving Oregon's land quality and by protecting public health. The division is one of four divisions in the department's headquarters (the others are Water Quality, Air Quality, and Central Services). The department's three regional offices are responsible for much of the permitting and compliance work relating to Land Quality, subject to the division's leadership. The Land Quality Division contains over 229 positions (including regional Land Quality staff) and has a biennial budget of over $146 million. This position oversees the statewide Fuel Tank Seismic Stability program as well as the Hazardous Waste program's waste reporting, data management, and policy components. The Seismic Stability Program is a spill prevention program for facilities with regulated fuel storage tanks. Through facility assessments, mitigation plans, and construction inspections, the program is designed to promote the use of safe fuel storage practices according to established design, installation, or operation requirements. This work prevents spills by equipment failure due to large earthquakes. The Hazardous Waste Program protects human health and the environment by tracking and reducing the generation and ensuring safe management of hazardous waste and toxic chemicals. The Hazardous Waste program applies to approximately 500 businesses that are large and small quantity generators and thousands of businesses who are very small quantity generators. The program is responsible for permitting hazardous waste treatment, storage, and disposal facilities; inspecting hazardous waste generators; working with businesses to reduce toxic chemical and hazardous waste use; providing technical assistance to businesses on hazardous waste issues; and carrying out federal requirements that are delegated to Oregon. The headquarters Hazardous Waste team develops policy and guidance, develops pollution prevention strategies and initiatives, processes waste reporting submittals; performs fee invoicing; provides data management system development and support as well as translation of data to federal systems; manages commitments to EPA and federal grants; and performs reporting. You will work in the DEQ headquarters Land Quality Division, direct the work of the Fuel Tank Seismic Stability and Hazardous Waste Section, and work as a member of the Hazardous Waste Program Management Team. This work will include hiring, managing, leading, and coaching technical, policy, and administrative staff in the fulfillment of the objectives and goals of these two programs. The work also includes developing program goals and objectives as well as monitoring progress; and identifying, prioritizing, and scheduling work. You will also resolve difficult technical or administrative problems; assist in the development of statewide rules, policies, procedures, and guidelines; oversee financial activities, contract administration, and information support; and track and ensure timeliness and responsiveness to the public and regulated community. As a State supervisory manager, you will be expected to develop proficiency in, as well as model to others, the State of Oregon Enterprise Values and Competencies: Business Acumen, Communication, Innovation, Intentional Engagement, Mentoring & Developing Others, and Stewardship.

  • Experience managing a department with hazardous waste and materials management responsibilities, including program and strategic planning; experience with change management; knowledge of the federal and state laws governing hazardous waste, materials management, and natural resources management; familiarity with regulatory programs involving permitting, inspections, and compliance.
  • Experience with federal Resource Conservation and Recovery Act, including regulation and oversight of Hazardous Waste generators as well as Hazardous Waste Permitting and Corrective Action.
  • Experience with environmental information management, including the reporting of data to federal data systems.
  • Experience with high-capacity oil storage system design and operations; knowledge of government and industry standards and specifications for equipment assessment and maintenance; familiarity with facility seismic resilience evaluation and risk mitigation standards.
  • Ability and skills to act as a spokesperson for the Hazardous Waste and Fuel Tank Seismic Stability programs, the Land Quality division, and the agency; experience explaining complex environmental / policy problems and solutions to a variety of audiences; ability and skills to synthesize a variety of technical and policy viewpoints into a coherent description of the problem to be solved.
  • Experience building and supporting, or being a part of, high-performing, collaborative teams that appreciate and encourage diverse thinking; proven experience fostering teamwork among subordinates and peers; experience building trust, building and strengthening relationships, coaching, mentoring, and motivating teams and individuals.
  • Supervisory management experience in a natural resource or environmental program; government agency or government organization; management experience with a union represented employer; excellent written and oral communication skills.
  • Demonstrated skill in advising executives and other decision-makers; political awareness; ability to communicate clearly and effectively in stressful situations, such as with permittees and internal and external partners; excellent verbal and written communication, organizational, and interpersonal skills.
  • Ability and experience managing human, financial, and informational resources in a manner that instills employee and public trust and accomplishes the organization's mission.
  • Demonstrated ability to lead both technical and policy program development teams using data collection, goal setting, measure design, and report development to address statewide environmental challenges and opportunities.
  • Demonstrated ability to evaluate emerging environmental programmatic priorities with both statewide and national implications; public policy and program development experience in leading discussions with external parties and agency responsibilities to protect human health and the environment.
  • Facilitation and negotiation skills to solve complex environmental regulatory issues among multiple organizations with conflicting, overlapping, or inconsistent requirements or objectives.
