About The Position

ProSidian Seeks a Group Meeting Facilitator - Hanford Natural Resource Trustee Council (HNRTC) (Time and Materials) in in The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. to support an engagement for the US Dept. of Energy (DOE). The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt’s operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian's work includes supporting requirements for consulting, acquisition support, program/project mgmt., operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to adhere to regulations covering the responsibility to protect classified matter (including documents, material and special nuclear material) in connection with the performance of work under this contract. HNRTC Support Candidates shall work to support requirements as a Group Meeting Facilitator - Hanford Natural Resource Trustee Council (HNRTC) and provide Group Meeting Facilitator Services to U.S. Department of Energy (DOE) - Hanford Natural Resource Trustee Council (HNRTC). Must also be familiar/experienced with the Natural Resource Damage Assessment (NRDA) and Restoration Program. The NRDA Restoration Program is the legal process that federal agencies like DOE, NOAA, U.S. FWS, etc. together with the states and Indian tribes, use to evaluate the impacts of oil spills, hazardous waste sites, and ship groundings on natural resources both along the nation's coast and throughout the interior. NRDA focusses on quantifying contaminant-caused damages (the release of contaminants - intentional releases or accidental spills) to natural resources. NRDA Results are used to procure the cost of damages from the responsible party, and funds are used to restore injured habitats and resources to the condition they would have been had the hazardous substances not been released. Funds also compensate the public for the loss of their use or enjoyment of natural resources The HNRTC Facilitator shall ensure Council meetings employ a fluid, consensus-building, decision-making process, with a full and equitable hearing of concerns of all trustees. The facilitator also provides draft meeting summaries, and collaborates with the Council chair to plan meetings and to organize meeting agendas. Requirements

  • The Hanford Natural Resource Trustee Council (HNRTC) Facilitator shall have consecutive employment in a position with comparable responsibilities within the past five (5) years
  • Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.
  • Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.
  • QUALIFICATION REQUIREMENTS HNRATC Facilitator personnel shall possess the following minimum qualifications:
  • QUALIFICATION REQUIREMENTS: Bachelor’s degree in a relevant field of study.
  • 7 years of relevant experience.
  • Experience with the following: Facilitating groups of diverse stakeholders, including Tribal, state and federal trustees; Understanding of environmental law, particularly the NRDA portion of CERCLA and Department of Interior regulations and guidelines pertaining to NRDA; Experience dealing with diverse interests and litigious issues; and Working Understanding of Treaty of 1855 Rights and recognition of Tribal Trustees as Sovereign Nations with Traditional Cultural Interest in the Landscapes and Resources.

Responsibilities

  • Become and stay informed on Council meeting topics and current issues as directed by the Chair.
  • Conduct initial interviews with each trustee to learn concerns, key issues, and recommendations.
  • Coordinate with and among trustees between meetings as necessary to maximize meeting efficiency.
  • Coordinate with the Council Chair (or vice Chair, as appropriate) to prepare agendas for meetings. (agenda topics are typically identified by the trustees during Council meetings. The Facilitator is expected to participate.).
  • Work with trustees to resolve conflicts as necessary.
  • Suggest meeting format.
  • Provide a draft summary of the results for meetings to Council members by email within five working days of the meeting or conference call.
  • Request feedback from the participants within five working days.
  • A draft final written summary to be approved by the Council shall be made available to each trustee organization at least seven working days prior to the next Council meeting.
  • Assist the Council Chair to develop a draft schedule of internal and external deadlines for the Facilitator and Council members to meet in preparation for each Trustee Council meeting. The draft schedule shall be provided to the HNRTC Chairperson and DOE by email within five working days after the most recent Trustee Council meeting.
  • Submit Council Meeting Summaries on schedule.
  • Maintain an “Action Item” list and follow-up with responsible trustees between meetings.
  • Ensure Findings and Resolutions and other products are prepared and distributed following regular Council meetings and for senior trustee meetings.
  • Maintain and update a Council decision log.
  • Meetings are typically held in rooms provided by the hosting trustee organization.
  • The host trustee will provide essential equipment (e.g., laptop (for audiovisual display, Webex, etc.; not for note-taking), InFocus projector, flip charts).
  • The Facilitator may provide this equipment at their discretion.
  • The facilitator shall coordinate with the meeting host to insure all necessary equipment and materials are provided.
  • DOE typically provides conference call arrangements.
