For more information about NCDOI: http://www.ncdoi.gov/ Primary Purpose of the Organizational Unit: The Public Information Office of the Department of Insurance Provides information about the Department’s programs, policies, services, and activities to a variety of audiences. The Department’s areas of regulation have a direct and obvious impact on North Carolina citizens; These citizens look for accountability and expect their Department of Insurance to work for them. It is the goal of the Public Information Office to keep the public informed of the services provided by the Department of Insurance and to assure the public that DOI is fulfilling its purpose as a state agency. The Public Information Office accomplishes this goal by communicating directly with citizens, with members of the media and, on occasion, with other governmental officials and/or legislators. Methods of communication include verbal discussions and interviews, written correspondence, emails, speeches, and letters written for the Commissioner, maintenance of comprehensive Web site and the publication of educational and informative materials. The Public Information Office is the primary source for development, design and production of printed media for use in publications, brochures, and Web applications. Primary Purpose of the Position: This position, through computers and technology, performs a range of graphic design functions used in promotional, instructional, and educational materials. Creates visible images that can be used in digital media and print. This position is the Digital Media team lead on graphic design work and includes consulting with division heads and agency leadership as well as, creating, designing, and delivering products that visually communicate information through avenues such as digital communication campaigns, catalogs, brochures, books, magazines, banners, web pages, logos, invitations, posters, advertising, teaching aids, and exhibits. Position executes visual representations by using software and hardware, hand-rendering, various printing practices, and graphic design techniques to meet the needs of the client. Position is responsible for consulting with clients to determine project parameters such as purpose, audience, conceptual focus, and scope and concept cost options. Position works independently; work is reviewed for quality and design concept.

Requirements

  • Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.
  • Bachelor’s degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution; or Associate’s degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution and two years of visual/graphic design, commercial art or experience related to the area of assignment; or High school or General Educational Development (GED) diploma and four years of experience in visual/graphic design, commercial art, or field related to the area of assignment; or an equivalent combination of education and experience.

Nice To Haves

  • Demonstrated experience and proficiency in MS Office and Adobe software, with thorough knowledge of design principles, visual art elements, and layout best practices
  • Thorough knowledge of troubleshooting techniques related to software, hardware, and equipment, with the ability to determine and implement appropriate solutions
  • Ability to assess client/customer needs and determine appropriate outlet, method, audience, scope, timelines, and cost-effective design options
  • Demonstrated knowledge of the full graphic design and print production process, including developing specifications, preparing bid-ready materials, coordinating with vendors and printers, proofing, quality control, and packaging final files for production
  • Ability to independently manage, track, and document multiple design and production projects simultaneously, ensuring accuracy, version control, approvals, and timely delivery
