About The Position

We are open to supporting 100% remote work anywhere within the US. ICF is seeking a detail-oriented, self-motivated candidate with project management, grants management, Agile Scrum experience, and business analysis expertise. This position includes leading a scrum team focused on managing federal grant programs and IT projects; tracking applications through the review process to funding; monitoring receipt and accuracy of application documents; and ensuring Agile delivery of technology solutions that support program operations. You will serve as the liaison between business stakeholders and technical teams—eliciting, analyzing, documenting, and communicating requirements that align with business needs and SFDC platform capabilities What you’ll be doing: Provide overall project management leadership and requirements gathering support for federal grants programs and IT initiatives. Act as Project Manager and Scrum Master for technology teams for Salesforce PSS implementation, supporting grants management systems—facilitate Agile ceremonies (daily stand-ups, sprint planning, retrospectives). Manage product backlog, gather requirements, draft user stories, and ensure timely delivery of IT features aligned with program goals. Lead a team responsible for tracking, assessing eligibility, and finalizing grant applications throughout the lifecycle, including final payment. Collaborate with developers and SMEs to implement process improvements and technical solutions. Serve as the client’s primary point of contact for grants management programs, responding to questions and proactively addressing issues. Work with stakeholders to understand business processes and translate them into Salesforce capabilities for an existing Service Cloud implementation that is running Grants Management for a Federal Agency Convert complex business needs into clear Salesforce user stories, acceptance criteria, declarative solution designs, and configuration requirements. Develop user stories including specific acceptance criteria that references Salesforce flows, data models, object/field definitions, integration requirements, security requirements, and report/dashboard specs. Conduct Salesforce system demos, requirement walkthroughs, and playback sessions with stakeholders. Oversee contractual deliverables, pipeline management, reporting, and program financials. Elicit, analyze, and document business requirements, user stories, and use cases. Communicate requirements to developers and testers, ensuring clear understanding and alignment. Ensure all client KPIs are met and provide required reports, invoicing, and program reviews. Work within a matrixed environment to align IT delivery with program requirements.

Requirements

  • 3+ years of experience in program/project management
  • 2+ years’ experience with Agile/Scrum frameworks and IT project delivery.
  • !+ years of experience with grants management life cycle knowledge.
  • ! + years of experience with recording of requirements gathering and user story drafting.
  • Candidate must be able to obtain and maintain a Public Trust
  • Must be a United States (U.S.) Citizen or Green card, and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract, and laws do apply
  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years.

Nice To Haves

  • Bachelor’s degree in project management, business, IT, or related field.
  • PMP and Certified Scrum Master (CSM) or equivalent Agile certification.
  • 2+ years of Salesforce platform experience (configuration, administration, or integration).
  • Salesforce Administrator Certification (ADM-201) preferred, additional certs a plus.
  • Experience with federal grants programs and compliance requirements.
  • Strong communication skills for client interaction and team leadership.
  • Ability to manage both operational and technical aspects of program delivery.
  • Experience in dynamic environments with the ability to adapt quickly.
