About The Position

The Grants Compliance & Oversight Analyst plays a critical role in safeguarding public funds and ensuring VRE’s financial sustainability by verifying that grant expenditures comply with federal, state, local, and organizational requirements. This position is responsible for reviewing invoices and reimbursement requests, identifying discrepancies, and supporting strong financial oversight of grant-funded programs.

Requirements

  • Knowledge of and ability to interpret relevant federal, state, and local transportation laws, regulations, guidelines, and practices
  • Knowledge of methods and best practices for ensuring compliance with transportation laws and regulations
  • Ability to analyze large amounts of data and make financial information understandable to a wide range of audiences
  • Knowledge of business management, funding environment, vendor management, and customer service principles and best practices
  • Strong analytical, problem-solving, and decision-making skills
  • Proficient with Microsoft Office applications, including Excel and Outlook, and experience in using diverse technological systems
  • Excellent written and oral communication skills

  • Bachelor’s degree in Accounting, Finance, Public Administration, Business, or a related field
  • 3+ years of experience in financial review, grants administration, auditing, or a similar compliance role
  • Ability to analyze financial documentation and interpret regulatory guidance
  • Basic understanding of accounting principles and financial control practices
  • Must possess a valid driver’s license, current auto insurance, and always maintain a safe driving record during employment with VRE
  • Ability to work the flexible hours demanded by a transit operation environment

Nice To Haves

  • Strong working knowledge of key transit funding regulations, including 2 CFR 200, FTA Circular 5010.1F, and applicable GSA travel requirements
  • Experience in the public transportation or rail industry

Responsibilities

  • Review vendor invoices and supporting documentation to ensure accuracy, completeness, and allowability prior to payment and grant reimbursement
  • Verify documentation for compliance with requirements from funding partners, such as the Federal Transit Administration (FTA), Virginia Department of Rail and Public Transportation (DRPT), Virginia Passenger Rail Authority (VPRA), Northern Virginia Transportation Authority (NVTA), and Northern Virginia Transportation Commission (NVTC)
  • Proactively identify discrepancies, documentation gaps, or unallowable costs and work collaboratively with departments and vendors to resolve issues quickly
  • Maintain organized, audit-ready records that support grant reporting, reimbursements, and compliance reviews
  • Provide support to grants accounting and finance staff with reporting, reimbursement, drawdown, and other administrative activities as needed
  • Partner with planning, design, construction, and operations teams to promote compliance best practices and strengthen internal controls
  • Monitor changes in federal and state grant regulations, ensuring organizational practices remain aligned with current requirements
  • Promotes and contributes to a positive customer service experience
  • Maintains a healthy and safe working environment
  • Performs other duties and responsibilities as assigned
