About The Position

Performs engineering duties in the design, construction and operation of Public Works projects including, streets, drainage, water, wastewater and traffic. Provides technical assistance to the Public Works Department, citizens, contractors, and other internal departments regarding construction management and development. Evaluates, reviews and prepares plans and specifications. Performs a variety of technical tasks relative to assigned area of responsibility.

Requirements

  • Must have knowledge of principles and practices of civil engineering as applied to municipal public works, including planning and development, design and construction, and operation and maintenance.
  • Must have knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
  • Must have knowledge of standard construction contracts including principles involved in bidding and managing projects.
  • Must have knowledge of urban planning principles and land development including; grading, drainage, street and utility design preferred.
  • Ability to read and understand engineering plans, subdivision plats, technical materials, reports, journals and any other engineering records.
  • Knowledge of computer-aided drafting software, such as AUTOCAD.
  • Knowledge of Geographic Information System software, such as ArcGIS.
  • Knowledge of current City software, e.g., Microsoft Word, Excel, and Oracle.
  • Possess excellent customer service skills and can excel at applying the City of Hurst’s Code of Ideals in all interpersonal relations with city staff and the public.
  • Ability to communicate effectively with internal and external customers. Ability to pass FE within 2 years of employment.
  • Ability to sit for extended periods of time to operate standard office equipment, including computer keyboard, telephone, calculator, copier, fax machine, and printer.
  • Must have a Bachelor's degree in Civil Engineering from an accredited college or university.
  • No work experience required but 2-year experience is preferred; however, an Internship in a municipal engineering environment is preferred.
  • Must have regular and punctual attendance, reliable transportation, and flexibility to work evenings and weekends as needed for meetings, emergency projects, water leaks and other emergencies as needed.
  • Must pass a pre-employment background check, credit check and drug screen.
  • Must have a valid Texas driver’s license with an acceptable driving record as defined by City policy.

Responsibilities

  • Reviews and approves changes to approved plans and specifications.
  • Provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction.
  • Prepares project specifications and cost estimates supporting the selection of outside engineering services.
  • Conducts pre-bidders meetings to provide answers about construction sequencing, working day assessment, construction safety, and allowable construction materials.
  • Prepares maps, cost estimates, exhibits, picture reports and other contract documents; utilizes a variety of engineering programs and applications, including AutoCAD.
  • Maintains awareness of progress on assigned projects to assure compliance with designated time and cost estimates.
  • Conducts field inspections to ensure construction plans and specifications are accurate.
  • Conducts and reports on alternative treatment processes and optimization.
  • Interacts with Construction Inspectors daily to answer questions and help resolve problems that may arise.
  • Coordinates and consults with outside sources as appropriate during project development such as; Corps of Engineers, Federal Emergency Management Agency, Texas Department of Transportation, other municipalities, and the North Central Council of Governments, Texas Natural Conservation Commission, and the United States Environmental Protection Agency.
  • Maintains and supports good record keeping of infrastructure, development, and project archives using GIS and other systems.
  • Adheres to Hurst’s Code of Ideals and The Hurst Way. Fosters positive employee relations and employee morale on a City-wide basis.
  • Performs related duties as directed when such duties are logical and appropriate.
  • Regular and timely attendance are required for this position.
