About The Position

Director of government contracting for Northside Auto Group. Implements and oversees all government sales processes pertaining to bidding, ordering, vehicle delivery logistics, GSA customer service, to ensure customer satisfaction and profitability.

Requirements

  • Bachelor’s degree (B.A. or B.S) from four-year College or university.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of top management, regulatory agencies, and the manufacturer.
  • Ability to read, analyze and interpret financial reports and legal documents. Ability to respond to inquiries from regulatory agencies and the manufacturer.
  • Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, regulatory/government employees, manufacturer’s representatives, and vendors.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Responsibilities

  • Prepares bids for GSA contracts, ensuring the manufacturer’s specifications exactly match government requirements.
  • Locates and selects conversion companies with the capabilities to exactly match the federal specifications for quality conversions to the manufacturer’s chassis. Negotiates with the conversion companies to receive competitive pricing on those conversions.
  • Selects transportation companies to transport the GSA vehicles from the conversion company to the end user. Ensures that the companies not only provide competitive pricing but also timely transport of the vehicles with great care to ensure the vehicles are not damaged and protects the dealership from liability.
  • Reviews of the bids when complete to ensure not only the correct specifications are met, but also pricing is correct.
  • Discusses pricing strategy with the Dealer Principal and Executive General Manager.
  • Competitively completes “last/best” pricing requests.
  • Interacts with GSA Contracting Employees at each step of the process, building lasting business relationships.
  • Interacts with Government Vehicle End Users with careful consideration of their businesses needs.
  • Interacts with the manufacturer’s government fleet representatives to obtain information, secure the vehicles needed to meet the bid, and to secure incentives/pricing favorable to the dealership.
  • Utilizes manufacturer’s vehicle ordering software, ensuring the chassis orders exactly match the specifications contained in the bid.
  • Tracks the progress of the chassis from initial order through the conversion and inspection to the delivery to the end user.
  • After inspection is complete, processes receive payment for the vehicles.
  • Processes to pay the conversion companies and the transport companies.
  • Manages cases where the vehicles are damaged before receipt of the vehicle by the end user. Gathers information/estimates of the extent of the damage by interacting with the transport company and/or the conversion company. Verifies the dealership has received assurance that the vehicle will still be accepted by the End User. Communicates with the Executive General Manager and/or Dealer Principal at each step of the process.
  • Ensures the end user receives the COV and associated paperwork. If the vehicle is a courtesy delivery through another dealership to the End User, ensures that a quality dealership near the End User is chosen to that will provide the courtesy delivery for a minimum price.
  • Reports vehicle sales to the manufacturer.
  • Creates deals in Reynolds and completes associated tasks required to ensure GSA deals are billed correctly.
  • Is familiar with and ensures all filing/organizational tasks associated with the position are completed accurately.
  • Is familiar with and ensures all tasks assigned to the Government Sales Assistant are completed.
  • Completes training in Auto Group’s HR procedures.
