About The Position

The Government Relations & Regulatory Affairs Director serves as a subject-matter expert on federal and state legislative and regulatory issues impacting Urban Indian Organizations (UIOs), Federally Qualified Health Centers (FQHCs), and Medicaid-funded health services. Working directly with the Chief Executive Officer, this position monitors, analyzes, and interprets Arizona Medicaid (AHCCCS), state legislative activity, and federal regulatory developments, and provides strategic advice regarding policy implications, compliance risk, and advocacy opportunities. The position represents the organization in governmental and intergovernmental forums, including tribal consultation and urban confer meetings, and builds and maintains collaborative relationships with federal, state, tribal, and community partners to advance the organization’s mission and ensure regulatory alignment.

Requirements

  • Bachelor’s degree in public policy, public administration, political science, law health administration, or a related field. healthcare administration or a related field is required.
  • Minimum of 5 years of experience in government relations, regulatory affairs, healthcare policy, or related field required.
  • Strong analytical and policy interpretation skills.
  • Ability to translate complex regulatory information into clear executive guidance.
  • Excellent written and verbal communication skills.
  • High level of professionalism, discretion, and judgment.
  • Ability to work independently and collaboratively in a mission-driven environment.
  • Cultural competence and understanding of Tribal sovereignty and Urban Indian health issues.
  • Must possess a valid and unrestricted Arizona driver’s license (within 30 days of hire if applicant is from out-of-state) with no DUI/DWI or reckless driving convictions in the last five years. No more than two at-fault accidents in the last three years. Must maintain a valid Arizona driver’s license during employment. Must be insurable under NATIVE HEALTH’s liability auto policy.
  • Must pass a criminal background check and obtain a Class I Fingerprint Clearance Card within the initial ninety (90) calendar days of employment and retain a valid card while employed with NATIVE HEALTH.
  • Must pass substance abuse testing upon employment and submit to random testing during employment.
  • Must provide an updated immunization (IZ) record at the time of employment.
  • Must have a current (within 12 months) Tuberculosis (TB) skin report upon employment and provide an annual update.
  • Must obtain Basic Life Support (BLS) certification within (90) calendar days of employment and maintain certification during employment.

Nice To Haves

  • Master’s degree or Juris Doctor (JD) preferred.
  • Demonstrated knowledge of: Arizona Medicaid (AHCCCS) Federal healthcare regulations Tribal consultation and urban confer processes
  • Experience working with or for Tribal, Urban Indian, or healthcare organizations preferred.
  • Direct experience with HRSA-funded programs, FQHCs, or Urban Indian Organizations preferred.
  • Familiarity with CMS, HIS, and federal tribal advisory structures preferred.
  • Experience advising executive leadership or boards preferred.
