The incumbent works as a Grant Manager within the Division of Community Development, Office of Long-Term Resiliency (OLTR) Business Economic Recovery. The incumbent is expected to use independent judgment in coordination with other staff in identifying and establishing program policies and procedures for Community Development Block Grant-Mitigation programs. Serves as a grant manager for more complex projects or agreements awarded under the Community Development Block Grant-Disaster Recovery and Community Development Block Grant-Mitigation programs. The Work You Will Do: This is a Government Operations Consultant III position in the Office of Long-Term Resiliency. The incumbent is expected to use independent judgement in coordination with other staff in identifying and establishing program policies and procedures for Rebuild Florida.

  • Performs preliminary document reviews, facilitates the tracking of agreements through the department review, approval, execution, and close-out processes.
  • Reviews all sub-grant applications submitted by the local government within the employee’s assigned area of responsibility and prepares contract award documents.
  • Conducts eligibility analyses, to ensure applicants meet all eligibility criteria provided by program policies and procedures, laws, regulations, and agency guidelines.
  • Conducts cost/price analyses to determine all costs are reasonable and allowable.
  • Monitors activities and expenditures of assigned contracts to ensure compliance with program guidelines, regulations, and contract requirements.
  • Produces high volume and high-quality work within compressed timeframes.
  • Researches and analyzes documents and policies to inform program decision making.
  • Monitors application and implementation of appropriate rules, regulations, policies, procedures, and guidelines to ensure compliance with financial and administrative requirements.
  • Ability to coordinate and manage activities with internal and external partners and stakeholders.
  • Plans, organizes, and oversees the successful execution of projects to meet the state’s objectives and deadlines.
  • Monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities.
  • Provides technical assistance to subrecipients as needed.
  • Working knowledge in managing federal, state, and/or local grants or contracts.
  • Ability to work independently.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
  • Ability to develop and maintain professional relationships with internal and external partners.
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
  • Possess effective verbal and written communication skills, including good public speaking ability.
  • Ability to problem-solve, organize, and complete assignments with attention to detail.
  • Ability to work efficiently both independently and on a team.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to compile data from a variety of sources and present it in a logical manner.
