About The Position

The Florida Department of Health is seeking a creative, organized, and motivated individual to become an essential member of the Bureau of Performance Assessment and Improvement (BPAI). This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), BPAI. The incumbent works in a cooperative manner with the BPAI Chief, BPAI Strategic Planning Manager and Department staff as a BAPI Strategic Planning Specialist. This position requires the incumbent to be knowledgeable of strategic planning processes, performance improvement tools and practices, and project management techniques. The incumbent works across the Departments various divisions to develop, implement and monitor a comprehensive performance framework to advance the Department’s Strategic Plan.

Requirements

  • Knowledge of and experience applying research and evaluation methods - collecting, organizing and analyzing quantitative and qualitative data; identifying and developing findings and areas for improvement; developing recommendations and approaches to improve performance.
  • Knowledge of public health and public administration.
  • Strong critical thinking and problem-solving skills, experience analyzing complex issues to identify strengths and weaknesses of systems and approaches and develop recommendations and options to address areas for improvement.
  • Strong written and verbal communication skills.
  • Ability to communicate effectively and concisely.
  • Ability to provide effective presentations and information to a broad range of audiences, internal and external to the Department.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to work cooperatively as a team member.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with others.
  • Skill in Outlook, Microsoft Word, Excel and PowerPoint.

Nice To Haves

  • A bachelor's degree from a college or university and three or more years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation or administrative work.
  • Experience providing highly effective customer service.
  • Experience in strategic planning and analysis, program planning, program research, program evaluation, or administrative work.
  • Professional experience in public health.
  • Expertise with the Microsoft Office suite of desktop applications including Teams, Word, Excel, PowerPoint, Visio and Outlook.
  • Experience facilitating meetings, trainings, or focus groups in professional setting.
  • Knowledge of relational database environments and/or web-based application development.

Responsibilities

  • Assist with the creation, review, revision and quarterly data tracking of agency, division/office and county health department strategic plans.
  • Provide training and technical assistance to divisions and county health departments on performance management, strategic planning and other topics identified as a need.
  • Assist with enhancement, maintenance and promotion of the Performance Improvement and Management System (PIMS) as well as recruiting and providing technical assistance to the system’s users.
  • Assist with performance management council activities, including meeting logistics, creating and disseminating tools/templates, facilitating subgroups, and assessing and improving their effectiveness.
  • Participate in the department’s Public Health Accreditation Initiative as assigned.
  • Incumbent is assigned a Purchasing Card and will follow Florida Law, purchasing policies of the Department of Health and the purchasing guidelines for using the Purchasing Card.
  • Complete other assignments as assigned.
