About The Position

The Government Operations Consultant III will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection to operate more efficiently and effectively. The role includes federal grant management, assisting in the development and implementation of grants received through NOAA’s Coastal Zone Management Program and the U.S. Fish and Wildlife Service’s Clean Vessel Act Program. Responsibilities also include developing required progress reports, gathering data for performance measure reporting, directing the administration of sub grants, and ensuring compliance with grant agreements. Additionally, the consultant will assist with budget tracking for the Coastal Management and Clean Boating Programs, review draft allocations, contracts, and payment requests, and perform other duties as assigned.

Requirements

  • At least four years of verifiable related experience in accounting, budget tracking, or grant management.
  • Post-secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis.
  • Ability to gain proficiency in grant management and reporting systems such as grants.gov, eRA Commons, Service NOW, GrantSolutions, and TRACS.
  • Ability to maintain effective working relationships with others as part of a statewide team.
  • Ability to attend Florida Certified Contract Manager training and obtain certification within the first year of employment.
  • Skill in utilizing state accounting programs such as FIN, FLAIR, and PALM.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to communicate effectively in writing, as appropriate for the needs of the audience.

Responsibilities

  • Conduct organizational studies and evaluations on office procedures.
  • Provide technical assistance and develop procedures for the Office of Resilience and Coastal Protection.
  • Assist in the development and implementation of grants through NOAA and U.S. Fish and Wildlife Service.
  • Develop required progress reports and gather data for performance measure reporting.
  • Direct the administration of sub grants and coordinate with grant managers.
  • Ensure grants and contracts are uploaded into the Florida Accountability Contract Tracking System.
  • Assist with tracking the budget for Coastal Management and Clean Boating Programs.
  • Review draft allocations, contracts, and subaward agreements for budget accuracy.
  • Review payment requests and complete invoice processing.
  • Perform other duties as assigned.
