About The Position

The Government Operations Consultant II position is located in Tallahassee, FL, within the Department of Environmental Protection's Office of Resilience and Coastal Protection. The incumbent will conduct organizational studies and evaluations on office procedures, providing technical assistance and developing procedures to enhance the efficiency and effectiveness of the Resilient Florida Program. Responsibilities include creating and editing standard operating procedures, serving as Contract Manager for program contractual agreements, analyzing financial information, preparing and implementing various contract-related documents, maintaining budget reports, and performing data entry into program databases. The role also involves monitoring shared inboxes and performing other assigned duties.

Requirements

  • At least five years of verifiable related experience.
  • Post-secondary degrees from an accredited college or university may substitute for experience on a year-for-year basis.
  • Obtain Florida Certified Contract Manager (FCCM) Certification within one year of hire.
  • A valid driver license.

Responsibilities

  • Conduct organizational studies and evaluations on office procedures.
  • Provide technical assistance and develop procedures for the Resilient Florida Program.
  • Assist in the creation or editing of standard operating procedures.
  • Serve as Contract Manager for assigned program contractual agreements.
  • Draft contracts, manage finances, and review invoices and deliverables.
  • Coordinate with project managers on disputed items and advise contractors on fiscal issues.
  • Analyze financial information in payment requests for the Resilient Florida Program.
  • Prepare and implement documents related to contracts, amendments, and renewals.
  • Maintain weekly budget reports for operating and fixed capital outlay funding.
  • Complete quarterly and annual reconciliation of expenses.
  • Assist with the certified forward process during fiscal year end.
  • Monitor shared inboxes for the Budget & Contract Management section.
  • Perform other duties as assigned.
