About The Position

The Government Compliance, Operations, and Strategic Budgeting Leader is responsible for driving excellence in contract compliance, financial operations, and strategic funding management across government-funded projects. This role ensures alignment with contractual terms, regulatory standards, and internal policies while enabling operational efficiency and fiscal integrity.

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field
  • Minimum 7-10 years of relevant experience in accounting, audit, financial reporting, or government-related finance/compliance

  • This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.

Responsibilities

  • Actively participates in GEV Power Government Funding COE meetings, identifying opportunities to enhance funding accuracy, strengthen compliance processes, and promote cross-functional collaboration.
  • Ensures all project billings align with contractual terms, approved funding, and applicable billing rates (including cost-reimbursable, T&M, and FFP).
  • Leads continuous improvement efforts in compliance processes and internal audit readiness.
  • Serves as primary liaison for internal stakeholders and government customers on invoicing matters, working closely with contracts management to ensure clarity and compliance.
  • Manages resolution of complex invoicing issues related to timecards, subcontractor costs, contract modifications, funding adjustments, labor category discrepancies, and identification of unallowable costs.
  • Performs monthly invoice reviews, including validation of costs, timesheets, and funding levels; reconciles discrepancies; and directs Managed Service Provider (MSP) resources preparing invoices to ensure accuracy and compliance.
  • Oversees the complete government timecard process—from submission through approval—ensuring timely responses to inquiries, data accuracy, and compliance enforcement, including leading employee floor checks.
  • Reviews and reconciles monthly project funding changes and initiates workflows to update contract values and funding records accordingly.
  • Develops and maintains project funding tracking to align invoiced amounts with approved contract levels.
  • Leads the design and implementation of billing and recharge rates for internal and external customers, ensuring consistency with company and federal cost principles.
  • Conducts analysis and validation of uncompensated overtime discounts to ensure proper application and adherence to Cost Accounting Standards (CAS).
  • Coordinates with staff augmentation and subcontractor management teams to troubleshoot billing and reconciliation issues ensuring timely invoicing and resolution.
  • Partners with Finance, Contracts, and Program Management teams to drive compliance excellence and operational transparency across all government-funded initiatives.
