About The Position

The Government Affairs Manager at IEHP is responsible for overseeing the execution of government affairs related to Medi-Cal, Medicare, and Covered California. This role involves crafting and shaping legislative and regulatory policies, serving as a liaison with state and federal advocacy associations, and ensuring effective communication and collaboration across various departments. The position requires strong leadership and analytical skills to navigate complex regulatory environments and advocate for the organization's interests.

Requirements

  • Five years of experience in managed care health plans or relevant industry experience in government affairs advocacy.
  • Direct experience with legislative staff and trade associations.
  • Bachelor's degree from an accredited institution.
  • Valid California Driver's License.
  • Strong knowledge of Medicaid, Medicare, and commercial health insurance.
  • Understanding of legislative and budget processes at county, state, and federal levels.
  • Experience with project management and business impact analysis.
  • Ability to analyze complex regulatory and legislative proposals.

Responsibilities

  • Lead the day-to-day operations of the Government Affairs Department in collaboration with the Director of Government Affairs.
  • Train and educate Government Affairs Team Members on legislative and regulatory advocacy.
  • Develop and implement a government affairs calendar of duties.
  • Identify and maintain Government Affairs metrics for process improvements.
  • Oversee the interpretation of complex federal and state legislative and regulatory guidance.
  • Manage participation in relevant committees and work groups, including presentations and report preparation.
  • Serve as the primary liaison with state and federal trade associations and advocacy groups.
  • Support the CEO and Plan leadership in building relationships with legislators and regulatory agencies.
  • Facilitate resolution of escalated requests from elected officials' offices.
  • Communicate emerging issues impacting federal and state statutes to all levels of the Plan.
  • Cultivate a system for reviewing legislative and regulatory compliance concerns.
  • Organize visits from legislators and legislative staff.
  • Partner with operational areas to ensure understanding of internal policies and procedures.
  • Develop and maintain policies, procedures, and training materials for the department.
  • Perform additional duties as required to support Health Plan operations.
