About The Position

Position Overview The Government Affairs Director plays a key role in advancing ConocoPhillips’ ability to operate responsibly and successfully in New Mexico. This position is based in Santa Fe, New Mexico and serves as a trusted partner to state and local leaders, community stakeholders, and internal teams to shape public policy, build understanding of our operations, and strengthen ConocoPhillips’ reputation as a safe and environmentally responsible operator. Working closely with the State Government Affairs Manager and cross‑functional partners, this person helps anticipate and navigate legislative, regulatory, and community issues that affect operations in New Mexico. The role requires strong relationship‑building skills, sound judgment, and the ability to communicate complex issues clearly and credibly to diverse audiences. This position offers meaningful visibility, influence, and the opportunity to contribute directly to long‑term business success while supporting communities where ConocoPhillips operates.

Requirements

  • Legally authorized to work in the United States.
  • Bachelor’s degree or higher or foreign equivalent.
  • 5 or more years of experience in government affairs, stakeholder relations, public policy, or a related role that requires building and maintaining strong external relationships.
  • Ability and willingness to travel (with or without reasonable accommodations) up to 40% of the time, primarily within New Mexico, including day trips along the Rio Grande Corridor.

Responsibilities

  • Build and sustain strong, professional relationships with New Mexico state and local elected officials, government agencies, and community leaders to support constructive dialogue and collaboration.
  • Engage with local, regional, and statewide organizations to increase understanding of ConocoPhillips’ operations, priorities, and values.
  • Partner with industry peers, service companies, and trade associations to align on responsible industry messaging and coordinated advocacy where appropriate.
  • Develop and maintain relationships with recreational, environmental, and non‑governmental organizations to promote open communication and mutual understanding.
  • Monitor legislative, regulatory, and community developments, providing timely insights to leadership on emerging risks, opportunities, and stakeholder sentiment.
  • Work closely with internal subject matter experts across government affairs, regulatory, environmental, health and safety, operations, legal, communications, and sustainability to help inform policy positions and external engagement strategies.
  • Plan and maintain a regular cadence of engagement with key internal and external stakeholders across New Mexico, including travel of up to 40 percent to support meetings, community forums, and industry events; a company‑provided vehicle will be available for business travel.
  • Contribute to the development of clear, accurate, and consistent messaging on public policy issues affecting operations, ensuring alignment with corporate positions and values.
  • Serve as a credible spokesperson for the asset team on matters related to operating areas, helping ensure alignment, accuracy, and trust in stakeholder engagement.
  • Plan and maintain a regular cadence of engagement with key internal and external stakeholders, including preparation for public meetings, community forums, and industry events.
  • Represent ConocoPhillips on local boards, community groups, and trade associations, as appropriate.
  • Partner with the Permian Communications team to support the development of outreach materials such as presentations, talking points, educational resources, and responses to stakeholder questions.
  • Track engagement metrics and outcomes, sharing insights and results to support continuous improvement in government and stakeholder relations.
