About The Position

As the Global Trade Controls (GTC) Leader, you hold responsibility for building, leading, and sustaining a comprehensive Export/Import Compliance Program that enables ULA’s business objectives while ensuring full compliance with U.S. Government laws and regulations. This role requires deep subject-matter expertise and extensive regulatory experience to navigate complex and overlapping requirements across multiple U.S. Government agencies, including the Departments of State, Commerce, Treasury, and Defense; the Office of Foreign Assets Control (OFAC); U.S. Customs and Border Protection; the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); and the U.S. Census Bureau. Failure to implement and maintain an effective trade compliance program exposes ULA to significant risks, including substantial civil and criminal penalties and potential debarment from U.S. Government contracts. As the company’s primary Empowered Official, the GTC Leader has final authority over determinations regarding the legality of proposed export and import transactions. This authority includes the discretion to approve or decline license applications or other regulatory submissions without prejudice or adverse consequence. The GTC Leader supports all ULA launch campaigns involving foreign customers, as well as major programs requiring foreign participation. The role also ensures compliance with U.S. sanctions regimes, particularly in relation to countries where ULA has significant business interests, and provides strategic guidance to leadership to manage trade compliance risk while enabling mission success.

Requirements

  • Bachelor's degree from an accredited college or university
  • A minimum of 10 years of direct experience managing export/import compliance programs within the defense industrial base
  • Minimum of 2 years managing a team and providing regulatory interpretations and assessments pertaining to complex technical scenarios
  • Ability to obtain and maintain an active DoD secret is required. US Citizenship is required
  • Advanced proficiency in interpreting and applying US import and export laws
  • Experience working with USG customers and their International Partners
  • Experience working with foreign suppliers of defense articles
  • Experience having served as an Empowered Official in the defense industry
  • Experience working with government and foreign agencies
  • Excellent verbal and written communication skills
  • Ability to demonstrate proactive, creative and strategic methods to advance business operations
  • Ability to train and advise business partners on legal and technical requirements of compliance
  • Ability to issue spot potential issues facing corporations and to convey that to the business in a professional and understandable manner
  • Ability to successfully and timely process required authorizations and licenses
