About The Position

The GitHub Administrator</b> will support the Texas Health and Human Services Commission on the GitHub Enterprise platform administration engagement. This role is responsible for the governance, security, compliance, and automation of the agency's GitHub Enterprise environment. The candidate will ensure DevSecOps enablement, audit readiness, and standardized CI/CD practices across the enterprise software development lifecycle. Additionally, the role involves analyzing user requirements, procedures, and problems to improve existing systems and automate processing where applicable.

Requirements

  • 8 years of experience in Git -based version control administration.
  • 8 years of hands -on experience managing GitHub Enterprise (Cloud or Server) organizations.
  • 8 years of expertise in RBAC, SAML/SSO, and branch protection strategies.
  • 8 years of proficiency in GitHub Actions and YAML -based workflow automation.
  • 8 years of experience integrating CI/CD pipelines with cloud platforms (AWS preferred).
  • 8 years of experience with audit logging, compliance reporting, and access reviews.
  • 8 years of proficiency in scripting (Python, Bash, PowerShell) for automation.
  • 8 years of experience implementing DevSecOps practices within CI/CD pipelines.
  • 8 years of experience with GitHub Advanced Security (CodeQL, Secret Scanning).
  • Candidates must already reside in Texas and be local to the Austin area (within a 50 -mile radius)
  • Candidates who are currently out of state and planning to relocate will not be considered.
  • Interviews will be conducted in person and/or through Microsoft Teams.
  • Overtime work outside of normal business hours, including evenings, weekends, and holidays, may be required and must be pre -approved by Texas Health and Human Services Commission.
  • Any travel, per diem, parking, and/or living expenses are the responsibility of the candidate. Pre -approved travel expenses must comply with State of Texas travel regulations.

Nice To Haves

  • 4 years of experience with Infrastructure as Code tools such as Terraform or Bicep.
  • 4 years of experience with policy -as -code implementations.
  • 4 years of demonstrated ability to document governance standards and developer guides.
  • 4 years of experience leading technical enablement sessions.

Responsibilities

  • Administer and manage GitHub Enterprise (Cloud or Server) organizations, including configuration, governance, and platform health.
  • Implement and enforce role -based access control (RBAC), SAML/SSO configurations, and branch protection strategies.
  • Design, build, and maintain GitHub Actions workflows using YAML -based automation to support standardized CI/CD pipelines.
  • Integrate CI/CD pipelines with cloud platforms, with preference for AWS environments.
  • Implement and maintain DevSecOps practices within CI/CD pipelines, including GitHub Advanced Security features such as CodeQL and Secret Scanning.
  • Manage audit logging, compliance reporting, and periodic access reviews to support regulatory and agency requirements.
  • Develop and maintain automation scripts using Python, Bash, or PowerShell to support platform operations and governance tasks.
  • Confer with personnel across organizational units to analyze current operational procedures, identify problems, and document input and output requirements.
  • Review system capabilities, specifications, and scheduling limitations to assess feasibility of requested changes within the existing environment.
  • Conduct cost/benefit analysis of alternative solutions and write detailed descriptions of user needs, program functions, and required development steps.
