About The Position

Performs difficult administrative and skilled technical work designing, developing, implementing, operating, and maintaining the City's Enterprise Geographic Information System (GIS), and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over assigned personnel.

Requirements

  • Bachelor's degree in urban planning, geography, geographic information systems, cartography, or related field and considerable experience maintaining geographic information systems, databases, and computer-aided cartography, or equivalent combination of education and experience.
  • Experience in ESRI GIS Pro and Online applications, systems analysis, and database administration in relational database environment.

Responsibilities

  • Manages all programs and activities of the City's Enterprise GIS including providing technical assistance and enhancement of programs to meet the needs of various City departments, volunteer groups, and the public.
  • Assists Planners with planning and zoning functions such as citizen inquiries, enforcement, complaints, interpretation, permit and site plan reviews, comprehensive planning, etc.; attends various meetings and provides reports.
  • Performs day-to-day technical work in systems design and implementation; edits and designs specific ArcGIS applications, layers, and tools for use in entry of geographic information, data analysis, map production, and report production as it pertains to GIS, including maintaining internal and external mapping systems.
  • Identifies and creates new layers necessary to improve development department business processes.
  • Oversees, monitors, and reviews the City's GIS users to include assessing GIS software needs, ensuring secure distribution of data, monitoring the compliance of established policies, and the continuing development of GIS.
  • Maintains E-911 addresses with associated attributes along with other required GIS layers needed to ensure the Public Safety 911 Computer Aided Dispatch (CAD) system is up to date and operating.
  • Provides geographic information and technical assistance to local, State, and Federal agencies, private vendors, and the general public via meetings and through correspondence.
  • Provides data and products to various internal customers for reports, audits, criminal trials, and logistics.
  • Develops, maintains, and updates numerous databases as it relates to GIS, land management, planning and development, and document management/imaging.
  • Leads and oversees GIS related planning and design activities of a cross functional team composed of staff from various City agencies and departments.
  • Serves on, supports, and/or staffs City, organizational, and/or regional committees, as assigned.
  • Supports CDBG program activities, including but not limited to mapping, analysis, and environmental review.
  • Develops and administers the GIS budget and performs product evaluation relative to GIS hardware and software.
  • Performs both formal and informal training to GIS users as it relates to applications.
  • Serves as staff person to Keep Hopewell Beautiful.
