The Fire Department of the City of New York (FDNY) seeks a full-time GIS Developer-Computer Specialist (Software) in the Geographical Information Systems (GIS) Unit. With wide latitude for independent initiative & judgment, the successful candidate will develop desktop and web-based GIS applications using a variety of programming languages. The role involves designing, developing, and maintaining geospatial applications through the concept, design, and implementation phases. The candidate will manage projects including Critical Response Information Management System (CRIMS), Web Mapping, FDCAD dispatch systems, and cross-platform applications. They will work with a core team to manage large and small GIS projects for public safety applications, support personnel in utilizing GIS applications, and participate in requirements gathering and analysis, functional specification, software design, testing, and deployment. Additionally, the candidate will assist analysts, developers, and/or consultants with GIS system design, configuration, implementation, maintenance, and administration for internal stakeholders' requests and needs. They will perform geospatial data processing/ETL and publishing of data into enterprise geodatabases or REST services, maintain currency of enterprise geodatabase data and metadata, and ensure completion of data updates. The role also includes assisting in installing and testing new GIS software, resolving and troubleshooting GIS-related problems, maintaining computer hardware and accessories, and providing GIS software training for Bureau personnel.

  • Develop desktop and web-based GIS applications using a variety of programming languages.
  • Design, develop and maintain geospatial applications through the concept, design and implementation phases.

  • Maintain currency of enterprise geodatabase data and metadata.
  • Perform geodatabase monitoring, administration, configuration, tuning and performance in-hand with database administrators.
  • Ensure completion of data updates.
  • Assist in installing and testing new GIS software; resolving and troubleshooting GIS-related problems and requests; maintaining computer hardware and accessories and providing GIS software training for Bureau personnel.
  • Support project needs of other FDNY Bureaus.
  • A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project.
  • A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described above, including one year in a project leader capacity or as a major contributor on a complex project.
  • A satisfactory combination of education and experience that is equivalent to the above.
  • Proficient with GIS best practices and principles, Esri Enterprise installation/configuration/customization/performance tuning.
  • Experienced with Microsoft Office, SQL Server, SQL Plus, Oracle, XML, JavaScript, Python, HTML, FME and GIS data design and development modeling of complex spatial relationships for Emergency Management and Incident Planning.
  • Familiar with deployment in multiple hosting environments utilizing modern options for designing scalable, repeatable and highly performant systems based on client requirements and best practice guidelines.
  • Able to learn new technologies, adaptable to change and explore new ways to use, analyze and display data.
  • Highly motivated, well-organized, self-directed with experience with ArcGIS Enterprise suite and server software.
  • Effective time management and organizational skills.
  • Baccalaureate Degree in Geography, Geographic Information Systems (GIS) or Computer Science.
