About The Position

The position of Geospatial Data Architect involves assisting the State Surveyor in leading geospatial data governance across Surveying and Mapping functional areas. The role includes acting as a liaison to information technology, collaborating with various teams and external partners to ensure sound geospatial data governance practices, and designing and implementing national and international open geospatial data standards. Additionally, the position oversees the design and implementation of geospatial data governance workflows, supports operations and policies linking business domains to geospatial data modeling, and provides project management for high-risk remote sensing imagery projects. The incumbent also serves as a subject matter expert for remote sensing imagery products and participates in the Operational Technology Enterprise Data Steward Team.

Requirements

  • Knowledge of Surveying and Mapping terminology, principles, practices, tools, and techniques related to Photogrammetry, Remote Sensing and Geospatial Imagery Technologies.
  • Knowledge of information technologies and their application to geospatial data management.
  • Knowledge of project control techniques and project management principles.
  • Knowledge of open-data terminology, database concepts, and design relating to geospatial data management and governance.
  • Skilled in the application of modern and traditional photogrammetric mapping techniques.
  • Skilled in the interpretation and presentation of Aerial Survey/Mapping and Remote Sensing data.
  • Skilled at developing effective interpersonal and professional relationships.
  • Skilled at performing Photogrammetric calculations and presenting results appropriately.
  • Skilled in establishing work priorities, assigning tasks, performing quality assurance, and ensuring projects are completed on schedule.
  • Ability to assist in the development and implementation of statewide Remote Sensing and Geospatial technology policies, procedures, standards, and handbooks.
  • Ability to develop project management plans for geospatial projects assigned by the Surveying and Mapping Office.
  • Ability to effectively communicate at various technical or business levels, verbally and in writing, to customers and groups about technology and data governance, data management, and other tasks for geospatial data and related topics.
  • Ability to coordinate and provide training for Department and consultant personnel on state-of-the-art geospatial data collection and governance.

Nice To Haves

  • State of Florida Professional Surveyor and Mapper - Chapter 472 F.S.
  • Certified Mapping Scientist in Photogrammetry, Remote Sensing, or Lidar, by the American Society for Photogrammetry and Remote Sensing (ASPRS).
  • Advanced education and/or experience in geospatial sciences may substitute for ASPRS certification.

Responsibilities

  • Assists the State Surveyor in a leadership role supporting geospatial data governance across Surveying and Mapping functional areas.
  • Performs as liaison to information technology and collaborates with other functional area teams and stakeholders, as well as external partners, to interpret geospatial data appropriately and facilitate sound geospatial data governance practices.
  • Design and facilitate the implementation of national and international open geospatial data standards that avoid duplication of effort and ensure both current and future seamless exchanges of geospatial data with local, state, federal, and private partners.
  • Oversee the design and implementation of geospatial data governance workflows, focusing on open-data standards, innovation, and automation to ensure quality and accuracy are maintained throughout the collection, integration, and management processes.
  • Support the operations, policies, and procedures that link the business domains to geospatial data modeling and engineering.
  • Develop performance measures to monitor geospatial process management activities applicable to geospatial data governance within the Central Surveying and Mapping Office.
  • Provide project management as needed on research and high-risk remote sensing imagery projects.
  • Serve as the subject matter expert (SME) for the production of active and passive remote sensing imagery products and services for internal and external customers.
  • Assist with the development of processes and training to improve the Department's collection, usage, storage, and reliance on geospatial imagery data and lidar.
  • Assist the State Surveyor in fostering the growth of surveying and mapping personnel through training and personal mentorship of staff in technical, professional, and leadership challenges.
  • Serves as a member of the Operational Technology Enterprise Data Steward (EDS) Team.
