GRADE 20 LOCATION OF POSITION Land and Materials Administration Oil Control Program 1800 Washington Blvd. Baltimore MD 21230 Main Purpose of Job The main purpose of this position is to oversee, manage, and direct the technical work of field personnel for the investigation of underground and aboveground storage systems (UST/AST) and environmental cleanup efforts of the Oil Control Program (OCP). This position reviews and evaluates conditions of known or suspected oil contamination to determine the extent of remediation needed and oversee remediation activities. The Geologist Supervisor is to supervise the responsible parties and State contractors; directs State personnel and responsible parties on remediation and UST/AST issues; and, in a “consulting role” to clients, identifies the best approaches to streamline the environmental investigation, remedial process, and UST/AST activities. The position will also determine the potential public health and safety impacts of oil contamination in the environment and in drinking water supplies. This position offers technical expertise and ensures the enforcement of applicable statutes, regulations, permits, and policies pertinent to the OCP. The incumbent in this position performs job functions within the State of Maryland, primarily in the Western Region (Prince George’s, Montgomery, Howard, Frederick, Washington, Allegany, and Garrett Counties) of the Compliance Division. Working Conditions for this position: Site visits and environmental sample collection involve exposure to inclement weather, extreme temperatures, and various field hazards such as briars, plant toxins (e.g., poison ivy/ragweed), and biological agents (e.g., mold, feces, ticks, or wild animals). Some sites may be located in high-crime areas, which can present additional risk and stress. The role requires inspecting areas with chemical and physical hazards, including service stations, refineries, industrial sites, and landfills. Field work involves risks such as slips, trips, falls, and falling objects, as well as proximity to heavy equipment involving significant noise and vibration. The employee must be able to lift 50 pounds or more (e.g., manhole covers and sampling equipment), climb ladders, and wear respiratory protection. Additionally, the position requires driving for extended periods to reach sites across the State of Maryland. The use of personal protective equipment (PPE) is mandatory during site inspections. This includes hardhats, steel-toe shoes, gloves, hearing protection, and Tyvek suits. Depending on site conditions, equipment may be upgraded to include respirators and specialized chemical protective gear. The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the state’s issuing Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle. Education: A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science. Experience: Six years of experience performing professional geological work. Notes: 1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education. DESIRED OR PREFERRED QUALIFICATIONS Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit. Trained in aboveground and/or underground storage systems, oil spill containment, and sampling of soil or groundwater. Experience preparing environmental technical reports. Experience in conducting field inspections or surveys in any environmental discipline. Hazardous Waste Site Worker OSHA 40 hour certification. Involvement in an environmental internship, an environmental stewardship program, community meetings, community improvement projects, or volunteer work in any environmental field. LICENSES, REGISTRATIONS AND CERTIFICATIONS 1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. 2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. SPECIAL REQUIREMENTS 1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment. 2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response. 3. Employees in this classification may be subject to call-in on a twenty-four-hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached. 4. The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment. When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records, and personal references. Continued employment in this position will be contingent upon the results of the background investigation.
