About The Position

This position serves as the Geologist/Hydrologist III for the Bureau of Land and Waste Management. Under limited supervision of the section manager, you will be given considerable independence and discretion in performing routine project evaluations, database management, financial approvals, and field activities associated with releases from underground storage tanks and assists in their implementation of the established procedures in the Corrective Action Section of the Underground Storage Tank Management Division. Initiative and teamwork are encouraged in providing recommendations to improve efficiency of site rehabilitation activities for releases from underground storage tanks.

Requirements

  • A bachelor's degree in geology, hydrology, hydrogeology or geological engineering and two (2) years of related experience.
  • A master's degree in geology, hydrology, hydrogeology or geological engineering and one (1)year of related experience.
  • Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
  • Must have good oral and written communication skills,
  • Experience with hydrogeological principles, geochemistry, computer and ground-water modeling programs, and the ground-water resources of South Carolina.
  • Experience with environmental quality assurance and quality control practices.
  • Experience with environmental investigations to determine the extent and severity of environmental impact.
  • Considerable knowledge of ground-water protection regulations. Detailed knowledge of the Underground Storage Tank Regulations and the SUPERB Act.
  • Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle.
  • Daily travel throughout the state.
  • Occasional overnight travel.
  • Subject to on call or call back 24/7.

Responsibilities

  • Project Management - Using Risk Based Corrective Action criteria and Standard Operating Procedures, initiate activity and maintain progress at UST release sites. Plans and reports will be reviewed for technical completeness and accuracy in accordance with the UST QAPP and any applicable contracts. Releases will be active during the review period and work directed accordingly.
  • Initiate Cleanup Project Management - Using Standard Operating Procedures, initiate Active Corrective Action and Monitored Natural Attenuation on UST release sites. Active Corrective Action and Monitored Natural Attenuation will be initiated on UST releases by using computer modeling and standard operating procedures.
  • Maintaining Cleanup Project Management - Using Standard Operating Procedures, maintain Active Corrective Action and Monitored Natural Attenuation on UST release sites. Maintain and evaluate Active Corrective Action and Monitored Natural Attenuation at UST releases by reviewing reports, contracts, writing review letters, and following standard operating procedures.
  • Technical Assistance & Records Management - Provide technical assistance to the public, public officials, industries, consultants and peers; ensure database and project files are up to date. Contract manager for the groundwater sampling, analytical, and injection contracts. Manage the UST releases for the Department of Defense (DOD). Be professional and courteous in outreach with internal and external customers. Make sure the database is updated accurately with current information. The manage the state lead contracts for groundwater sampling, analytical, and injection. manage projects for UST releases at DOD sites.
  • Financial Management of UST Sites - Review and approve cost estimates for remediation activities at sites that qualify for state funds. Review and approve cost agreements and invoices to process payment to contractors and tank owners.
  • Other job duties - Assist management staff with special projects and duties as assigned.
