The Geographic Information Systems (GIS) Data Manager at the Iowa Department of Transportation plays a crucial role in managing and coordinating GIS data and systems to support the Right of Way Bureau's operations. This position involves overseeing property data deliverables, managing consultant resources, and collaborating with district staff to digitize historical records.   • Manage property data deliverables statewide from all six districts for the Bureau.
  • Oversee consultant resources and efforts to digitize historic parcels and records.
  • Coordinate collaboration from District staff for the digitization of historic acquisitions and excess parcel dispositions.
  • Manage student interns to support District efforts toward digitization.
  • Oversee various Right of Way data layers including utilities, leases, and county parcels.
  • Establish database connections between the DOT's Electronic Records Management system and the ROW Bureau's Inventory Management System.
  • Work closely with the ROW Bureau's GIS Coordinator to organize and store ongoing project production data.
  • Develop and maintain an Annual Right of Way Management Plan (RAMP) to track performance measures.
  • Proficiency in GIS and ability to apply it to architect data and modernize workflows.
  • Ability to create, edit, import, export, project, and georeference GIS data.
  • Demonstrated proficiency with major GIS software products such as ArcView, ArcInfo, ArcGIS, GeoMedia, etc.
  • Ability to conduct spatial analyses and data queries to answer complex questions relating to spatial data.
  • Ability to produce cartographic documents in various formats including .pdf, .tif, and .jpg.
  • Effective verbal and written communication skills.
  • Experience managing teams or interns.
  • Familiarity with transportation planning or civil engineering principles.
  • Competitive salary ranging from $48,422.40 to $90,376.00 annually.
