Please visit us at: https://fs.ucf.edu/ or Facebook and Instagram: UCF Facilities The Opportunity: The Utilities & Engineering Services Department within Facilities and Business Operations is seeking to hire a Geographic Information System (GIS) Specialist III. This role is responsible for leading and advancing the university’s utility mapping and GIS capabilities. The GIS Specialist III oversees the Utility Locate team and manages all aspects of GIS application development, data integrity, and system integration across FBO. This position plays a critical role in administering ESRI ArcGIS systems; developing GIS data collection tools, web mapping applications, feature layers, and python-based automations; and integrating GIS data with other software platforms and business processes. Working in close collaboration with interdisciplinary FBO managers and external partners, this role supports utility management by collecting and analyzing data, developing visualizations, reporting findings, and ensuring accurate and accessible geospatial information across campus. Requirements

  • High School Diploma or Equivalent and 4+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).
  • Position requires a valid Class E driver’s license.
  • Applicant must be authorized to work for any U.S. employer, as sponsorship is not available for this position now or in the future.

Nice To Haves

  • Bachelor’s degree in Geographic Information Systems, Geography, Engineering, Computer Science, Environmental Science, or a related field.
  • 5+ years of progressively responsible experience working with ESRI ArcGIS systems, geodatabases, and GIS application development.
  • Demonstrated experience managing or leading Utility Locate teams, utility coordination programs, or similar field to GIS workflows.
  • Advanced proficiency with ESRI ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, and related geospatial tools.
  • Experience developing GIS data collection tools (e.g., ArcGIS Field Maps, Survey123) and building web mapping applications or dashboards.
  • Knowledge of underground utility systems, construction processes, and interpretation of engineered site plans and utility drawings.
  • Familiarity with Sunshine 811 regulations, procedures, and best practices for utility locates.

Responsibilities

  • Support administration of ESRI ArcGIS systems, including data versioning, system design, geodatabase maintenance, and user management.
  • Monitor and maintain GIS data quality, system performance, and geospatial workflows.
  • Oversee the Utility Locate team, ensuring timely and accurate completion of all locate requests.
  • Coordinate with Planning, Design & Construction (PDC) and other departments requiring utility locates.
  • Manage the Sunshine 811 contract, communications, service requests, and resolution of related issues.
  • Review building and construction plans to ensure proper integration with UCF’s existing utility systems.
  • Maintain construction documents and ensure they are readily accessible for reference.
  • Serve as UCF’s primary liaison for utility location activities across all construction projects.
  • Provide technical support and training to system users, and develop solutions to improve GIS workflows.
  • Prepare business and technical writing for proposals, presentations, white papers, policies, procedures, and departmental communications.
  • Collect, maintain, and manage GIS datasets for departmental initiatives, including system integrations, data collection tools, web maps, and user documentation.
  • Develop GIS applications to support operations and decision making, including related training, process, and procedure materials.
  • Engage with local and national professional organizations to stay current with industry trends and represent the university’s progress.
