At NC DHHS, the Division of Child and Family Well-Being (DCFW) focuses on supporting whole child and family health and well-being for North Carolinians. DCFW works to ensure that North Carolina’s children grow up safe, healthy, and thriving in nurturing and resilient families and communities. DCFW consists of programming that maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children’s behavioral health services, and early intervention programs. The Whole Child Health Section is one of the five sections/offices in DCFW. The Section consists of six units: Operations; School, Adolescent and Child Health; Child and Family Wellness; Child Behavioral Health; Best Practices; and Genetics and Newborn Screening. The primary purpose of the Section is to develop and promote programs and services that protect and enhance the health and well-being of children and families. The Section addresses physical and behavioral health needs from birth and through the course of childhood. The programs in this section are dedicated to helping North Carolina’s children grow and thrive. This position serves as the Manager of the Genetics and Newborn Screening Unit within the Whole Child Health Section of the Division of Child and Family Well-Being. The Unit focuses on program planning, development and implementation related to genetics and newborn screening. The Unit Manager has overall supervisory responsibility for positions in speech, audiology, public health education and genetic counseling. This position has primary responsibility for policy development and interpretation, personnel actions, program development, liaising and negotiations, planning decisions, allocations, contracts, agreement addenda, activities, monitoring sub-recipients, and approval of budget information and actions related to the unit’s programs to continuously assess and maintain quality of services. The Unit Manager supervises staff and facilitates team meetings with staff and partners to formulate, coordinate and interpret policies and plans pertinent to the unit’s activities. Unit programs include Early Hearing Detection and Intervention (EHDI) program, Newborn Screening Follow Up, and Genetic Counseling. This individual is responsible for working collaboratively with programs located in the Section, Division and with all appropriate public and private entities outside of the Division to maintain systems development for the unit’s programs to promote a whole child health approach for programming.
