The New York City Housing Authority's Technical Resources Department is seeking an experienced Emergency Generator Program Manager to lead the planning, coordination, and execution of the New York City Housing Authority's backup generator program. This role oversees the full lifecycle of generator systems from design and commissioning to periodic inspections, testing, maintenance and repair. Selected candidate will manage cross-functional teams, ensure compliance with regulatory and safety standards, and optimize system performance for reliability and efficiency.

  • Lead and manage the team in development and implementation of emergency and standby generator systems, including diesel, natural gas, stored energy and renewable fuel-based generation platforms.
  • Coordinate the inspection, testing, maintenance, operations, and repair program on the prime mover and energy converter with internal teams and 3rd party vendors.
  • Schedule and perform routine maintenance on generators, transfer switches, paralleling switchgear and related equipment to ensure maximum uptime, optimal performance and prevent unexpected failures.
  • Oversee the integration of generators with control systems, power distribution networks, and backup power infrastructure needed to supply electrical power to the load terminals of the transfer equipment.
  • Diagnosing and repairing issues with generators, transfer switches, and associated electrical and mechanical components.
  • Manage program timelines, budgets, and resource allocations across departments.
  • Ensure compliance with industry standards, environmental regulations, and safety protocols (e.g., NEC, NFPA 110, IEEE, NYC Building Codes).
  • Monitor and report on system performance, maintenance cycles, and operational uptime.
  • Available to respond to emergency situations and ensure the prompt restoration of power.
  • Work closely with procurement and supply chain teams to ensure timely delivery of components and systems, and maintenance and oversight of 3rd party contracts.
  • Participate in the contingency and risk mitigation planning for critical infrastructure and high-demand scenarios with NYCHA's Emergency Management & Services Department.
  • Provide technical leadership and mentorship to field service teams which include maintenance workers and electricians.
  • Generate documentation, operating procedures, and technical manuals for internal and client use.
  • Baccalaureate degree (Master's preferred) in Electrical Engineering, Mechanical Engineering, or a related technical field.
  • 5+ years of experience in emergency and standby generator system design, program management, or electrical power systems engineering.
  • Strong understanding of power generation technologies, load balancing, control systems, along with utility and in-building power distribution.
  • Proven project or program management experience in large-scale technical environments.
  • Advanced knowledge of industry standards and codes (e.g., UL, IEEE, ISO, NEMA, NFPA).
  • PMP or similar project management certification.
  • Advanced knowledge of generator testing protocols and commissioning procedures.
  • Background in industrial, military, or critical infrastructure electrical distribution projects.
  • Knowledge of electrical utility operations.
