About The Position

The General Manager has an operational leadership role responsible for the day-to-day management and financial performance of up to four affordable housing properties. Reporting to the Director of Operations, the General Manager focuses on the tactical execution of operational standards, ensuring that site teams meet occupancy, collection, and maintenance goals while providing high-quality service to residents. This role serves as the primary on-site supervisor, translating regional goals into daily site-level actions.

Requirements

  • Technical knowledge of affordable housing programs such as Section 42, HUD, and HOME.
  • Proficiency in property management software such as Yardi.
  • High degree of organizational skill and attention to detail regarding financial records and compliance files.
  • Strong oral and written communication skills for interacting with residents and staff.
  • Ability to work productively under pressure and handle physical demands including frequent stair climbing and site inspections.
  • 5 years of progressive property management experience, including experience with affordable housing programs.
  • Demonstrated experience supervising site-level personnel.
  • Valid driver’s license, insurance, and a reliable vehicle for travel between sites.

Responsibilities

  • Assist in the development of annual operating budgets for assigned sites and manage day-to-day spending within approved limits.
  • Review monthly site-level financial reports and provide detailed explanations for budget variances to the Director of Operations.
  • Oversee the diligent collection of rent, daily bank deposits, and the processing of evictions for delinquent accounts.
  • Ensure the quality and timely completion of all maintenance requests and conduct regular physical inspections of units and building systems.
  • Review and approve site-level invoices for accuracy and service completion.
  • Act as the primary point of contact and provide immediate response to emergency situations at managed properties.
  • Interview and hire site personnel in direct coordination with Human Resources and the Director of Operations.
  • Provide hands-on training and daily supervision to property staff, ensuring they understand and follow existing company policies.
  • Conduct performance reviews for site personnel.
  • Document personnel issues and coordinate with the Director of Operations and Human Resources on all disciplinary actions or terminations.
  • Prepare and manage site-level schedules and on-call rotations to ensure consistent property coverage.
  • Execute all administrative tasks required to maintain compliance with LIHTC, HUD, and MSHDA regulations.
  • Oversee the accuracy of tenant files and lease renewals; approve or reject applicants based on established selection plans.
  • Coordinate the physical and administrative preparation for agency audits and state inspections.
  • Complete all required site reports, time logs, and maintenance records in a timely manner.
  • Drive site-level leasing performance to meet or exceed established occupancy and retention targets.
  • Conduct monthly phone shops of competitors and monitor local market conditions to provide feedback to regional leadership.
  • Act as the first point of contact for resident problems, ensuring issues are resolved with a focus on respect and service quality.
  • Oversee site-level resident engagement activities and community-building programs.
  • Help guide and enhance the social services that comprise the organization's mission and be creative in utilizing the resources committed to these programs.
  • Support blended management processes at the site level, ensuring staff accountability for collaborating with service providers.
  • Participate in resolving complex resident cases where lease enforcement and supportive service interventions must be balanced.
  • Ensure Property Management goals at the site do not conflict with resident or service goals.
