About The Position

The LAC Federal - General Manager is an experienced and relationship-driven leader responsible for leading the organization's day-to-day operations and long-term growth in the federal contracting space. This role requires deep familiarity with the full business development lifecycle, a strong track record of managing federal contracts, and the leadership presence to oversee both operational teams and strategic partnerships. The General Manager serves as the primary driver of contract performance, business development strategy, and teaming partner relationships, reporting directly to the Executive Vice President of LAC Federal.

Requirements

  • Bachelor's degree in Business, Public Administration, or a related field.
  • Minimum of 8–10 years of experience in the federal government contracting industry.
  • Demonstrated experience leading the full business development lifecycle, from opportunity identification through award.
  • Proven track record managing multiple federal contracts simultaneously.
  • Direct experience working with COs and CORs on contract administration and performance matters.
  • Strong existing relationships in the federal contracting community.
  • Exceptional communication, leadership, and relationship management skills.

Nice To Haves

  • Experience with IDIQ, GWAC, and GSA Schedule contract vehicles.
  • MBA, PMP, CPCM, or equivalent professional certification.
  • Prior experience in a senior leadership role within a small to mid-sized federal contractor.
  • Prior experience supporting or leading a business development pipeline and proposal operations.

Responsibilities

  • Own and oversee LAC Federal's business development strategy in the federal market, from pipeline development through award.
  • Lead all phases of the business development lifecycle "," opportunity identification, capture planning, teaming strategy, proposal development, and post-award transition.
  • Maintain a healthy and diversified pipeline across relevant federal agencies and contract vehicles.
  • Contribute to proposal reviews and go/no-go decisions, ensuring competitive positioning and strategic alignment.
  • Oversee the performance and health of all active federal contracts, ensuring deliverables, timelines, and compliance requirements are consistently met.
  • Serve as the senior point of escalation in relationships with Contracting Officers (COs) and Contracting Officer's Representatives (CORs), managing contract matters with professionalism and responsiveness.
  • Monitor contract performance indicators including CPARS ratings and proactively address risks before they impact client relationships or recompete positioning.
  • Serve as LAC Federal's primary stakeholder responsible for managing existing teaming partner relationships and identifying new partners that strengthen competitive positioning.
  • Evaluate potential teaming arrangements for strategic fit, past performance, and capability alignment.
  • Represent LAC Federal in partner discussions, negotiations, and industry forums.
  • Oversee the operational leaders responsible for day-to-day execution across LAC Federal's federal contracts, providing direction, accountability, and support.
  • Foster a performance-driven culture where staff are developed, engaged, and aligned to the company's mission.
  • Partner with executive leadership at the parent company on organizational priorities, growth planning, and overall company health.
  • Assume full ownership of LAC Federal's profit and loss, maintaining direct accountability for revenue generation, cost management, and overall financial performance across all programs and business units.
  • Partner with finance leadership to develop and manage annual operating budgets, ensuring alignment between contract funding, workforce costs, and overhead expenditures while driving margin improvement across the portfolio.
  • Monitor monthly and quarterly financial statements, variance reports, and program-level financials, taking timely corrective action where performance deviates from established targets.
  • Maintain close coordination with program managers on burn rates, funding status, and contract modifications to ensure accurate financial forecasting and proactive risk mitigation.
  • Partner with the Executive Vice President of LAC Federal to develop and execute an annual business development plan that aligns LAC Federal's growth strategy with the parent company's broader organizational objectives.
  • Translate the annual BD plan into a concise, executive-level one-page strategic plan that communicates LAC Federal's priorities, target markets, and performance goals for the year ahead.
  • Conduct ongoing market analysis to identify emerging opportunities, agency spending trends, and competitive shifts that should inform LAC Federal's strategic direction.
  • Ensure strategic priorities are operationalized across departments, with clear ownership, milestones, and accountability measures tied to the annual plan.
