About The Position

Performs and coordinates advanced transportation engineering operations or maintenance support work such as construction and/or complex maintenance contract inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees. May serve as a lead worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • High School Grad or Equivalent in general high school studies.
  • General Engineer Tech I: 4 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience.
  • General Engineer Tech II: 6 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Applicable inspection methods, procedures and techniques
  • The Texas Manual on Uniform Traffic Control Devices
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Applicable industry safety standards, guidelines and specification codes
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Preparing and maintaining confidential and sensitive records, files and reports
  • Maintaining a safe working relationship
  • Maintenance concepts, methods, policies and requirements
  • Construction record auditing
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines.
  • Must pass a drug test prior to employment for safety impact positions.
  • Must be able to report for duty within 45 minutes of notification on a 24-hour basis to respond to emergency situations.

Responsibilities

  • Administers construction and/or bridge inspection record-keeping activities in a District Area Office.
  • Reviews and coordinates with area engineers on monthly and final estimates, field changes, supplemental agreements, extra work orders and revised estimates of quantities.
  • Conducts tests of highway construction materials, makes calculations, and records results.
  • Inspects barricades to ensure compliance with barricade standards.
  • Inspects construction and routine and non-routine contract maintenance methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications.
  • Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.
  • Maintains files of shop drawings and monitors progress of construction activities.
  • Performs other job responsibilities as assigned.
  • Assists Area Engineer in planning and coordinating Area Office operations.
  • Consults with contractors' superintendent on work progress and maintenance problems; reviews equipment utilization data and time/cost estimates.
  • Researches plan sets and reviews proposed construction plans, specifications, and estimate (PS&E) and supporting documents for accuracy and completeness to ensure compliance with state and federal laws, policies, procedures and design guidelines.
  • Reviews/assists in the development of traffic control plans, coordinates with law enforcement agencies, monitors lane closures at construction sites, documents changes in traffic control setup and coordinates with the Public Information Officer.
