About The Position

The General Attorney position at the Department of Defense involves serving as Associate Counsel for the Navy Bureau of Medicine and Surgery (BUMED). The role focuses on providing legal advice and representation primarily in civilian personnel law, general administrative law, and health law. The attorney will handle various legal matters, including litigation and guidance on complex legal issues affecting BUMED.

Requirements

  • Must be a U.S. Citizen.
  • Must have at least two years of legal experience in Federal Civilian Personnel Law (CPL) with significant litigation experience for GS-14 level.
  • Must have five-and-one-half years of legal experience in Federal CPL and health law for GS-15 level, with at least three-and-one-half years concentrated in Federal CPL litigation.
  • Graduated from a law school accredited by the American Bar Association and be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. Territory, or the District of Columbia.
  • Possess strong verbal and written communication and interpersonal skills.

Nice To Haves

  • Experience in health law, ethics, standards of conduct, acquisition, fiscal law, and FOIA/Privacy Act issues is desirable.
  • Record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office.

Responsibilities

  • Provide legal advice, consultation, and representation for BUMED regarding civilian personnel law, general administrative law, and health law.
  • Advise on Department of Navy, Office of the General Counsel practice areas including fiscal law, ethics, and federal acquisition law.
  • Handle administrative employment litigation before the EEOC and MSPB.
  • Manage federal court litigation involving civilian personnel law matters.
  • Guide civilian personnel law practitioners on unique/complex litigation and policy-related issues.
  • Advise on health law topics, risk management, quality assurance investigations, and credentialing/privileging military/civilian healthcare providers.
