About The Position

Under policy direction, is responsible for managing the administrative and managerial non-judicial functions of the Juvenile District Courts, supervising non-judicial personnel, preparing judicial orders and documents, preparing and administering the department budget, coordinating the plan, implementation, and maintenance of the appointment of attorneys to represent indigent juveniles under the supervision of the Juvenile Court judges; and performs related duties as required.

Requirements

  • Graduation from an accredited college or university with a Doctorate of Jurisprudence and five (5) years court administration experience; or an equivalent combination of education and experience
  • Considerable knowledge of juvenile law and court procedures
  • Good knowledge of case management
  • Basic fundamental knowledge of computers in a 'windows' environment
  • Skill in supervising professional and clerical employees
  • Skill in managing multiple projects simultaneously
  • Skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy
  • Skill in researching (to include computer-based research) and interpreting legal information
  • Skill in preparing and administering budgets
  • Ability to adjust to rapidly fluctuating situations
  • Ability to operate basic office equipment
  • Ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, Department Heads, Elected/Appointed Officials, outside organizations, attorneys, the news media and the public
  • Must have a license to practice law in the State of Texas
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on-call 24-hours a day
  • May be required to work more than 40 hours during the workweek

Responsibilities

  • Receives and investigates complaints against appointed attorneys; coordinates with the Office of Court Administration; insures compliance with the policies and standards of the Task Force on Indigent Defense, and assists in all reporting requirements and obtaining grants
  • Acts as liaison to the Commissioners Court for the Juvenile Judges and to the Juvenile Judges for the Medical/Psychiatric Department; the Personal Bond Program; and the Juvenile Probation Department
  • Supervises employees who work directly or indirectly for the judiciary including Court Interpreters, Staff Attorneys, Auxiliary Court Reporters, and Office Assistants
  • Supervises budget development and administration, authorizes expenditures and administers grant funding for the Courts
  • Performs and coordinates legal research for judges, reviews and summarizes appellate court decisions and reviews court documents based on legislative or appellate court decisions
  • Provides legal support for other judges including court order preparation for the local administrative judge and draft approval of proposed jury charges for all juvenile cases
  • Supervises the preparation of proposed findings of facts and conclusions of law on all post-conviction applications for Writ of Habeas Corpus for all juvenile courts
  • Schedules and assigns cases to visiting judges for the juvenile courts
  • Monitors and revises court case flow, arranges changes of venue and detention hearings
  • Monitors fixed asset and supply inventories for the department
  • Coordinates continuing legal education classes for judges and attorneys with the State Bar
  • Provides legal interpretation of statutory codes for non-judicial personnel
  • Performs related duties as required
