About The Position

This classification performs a variety of intermediate to complex administrative and clerical functions in support of the department, serves as the agency’s Terminal Agency Coordinator for the Georgia Crime Information Center (GCIC) Network and the National Crime Information Center (NCIC) Network, and serves as the point-of-contact for all matters relating to access to the GCIC/NCIC Network. Some duties and projects may be of a highly confidential or sensitive nature and is based upon the department assigned.

Requirements

  • Requires an associate degree (bachelor’s degree preferred) in business or public administration or related field
  • One (4) years of working with law enforcement agency and supervisory experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Requires CJIS Network Operator and GCIC Terminal Agency Coordinator certification.

Responsibilities

  • Manages access to the Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) and ensures the department’s compliance with all guidelines, procedures, and state and federal rules and regulations pertaining to the operation of GCIC/NCIC.
  • Supervises, directs, and evaluates assigned staff. Develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management.
  • Coordinates activities and conducts or ensures staff are trained in the proper use of GCIC/NCIC computer terminals and Security Awareness Training; ensures all employees with access to GCIC/NCIC maintain valid certifications, adhere to GCIC/NCIC requirements, and maintain the integrity/security of data. Maintain training records of employee certifications and re-certification records; keep a record of all employees with access to GCIC/NCIC.
  • Maintains CJIS-related documents, records, and files; adheres to record retention requirements; facilitates and prepares documents for internal and external audits; and compiles statistical information for reports, assists with developing department policies and procedures specific to the assigned area.
  • Ensures accuracy of warrants that are entered or removed from the GCIC and NCIC networks; prepares worksheets to facilitate data entry; and corrects records previously entered into the system.
  • Enters data into, and obtains data from, the GCIC and NCIC networks, such as warrants, driver’s license, and automobile tag information; enters stolen, or removes found, vehicles and weapons in the system; enters information on missing or found persons; confirms warrants for other jurisdictions through NCIC and GCIC.
  • Supervise and monitor background check processes for new department employees, other city department new employees and for various license and permit applicants.
  • Monitor accuracy of agency’s records entered onto on GCIC database by CJIS Network Operators; ensures all GCIC entries are made within the time limitations set forth by the FBI; oversee criminal background investigations conducted for detectives, investigators, patrol officers and court personnel.
  • Manages and reviews the receipt of incoming reports and records, including incident/offense, supplemental, arrest, and accident reports; verifies transmittal sheet and signs for documents; analyzes contents and classifies according to state and federal Uniform Crime Reporting (UCR) guidelines; prepares periodic reports for upper management, as necessary or requested, to track strategic goal and accomplishment of the agency; compile and submit law enforcement incident reports National Incident Reporting System (NIBRS).
  • Determines confidentiality of requested document/report; verifies identities and assures authority of individuals to receive confidential information; establishes quantity of information requester is authorized to receive; reviews computer data for outstanding warrants and writs on individuals requesting reports; releases or withholds information based on departmental guidelines.
  • Manage accounts receivable for all GCIC and police services rendered at the precinct intake process of payments and receipts, including verifying and reconciling invoices and payments received. Ensure payments received are recorded properly in the City’s payment safeguarded against loss or theft, promptly deposited into the city`s account, and accurately recorded in the police cash in payment system.
  • Attends meetings, seminars, and training sessions as required to maintain knowledge of departmental operations and to improve job performance.
  • Monitors inventory levels of supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement items.
  • Provides clerical support for an assigned department/division; processes a variety of documentation associated with department/division operations within designated time frames and per established procedures; types, prepares, proofreads, and/or completes various forms, reports, correspondence, schedules, lists, logs, narratives, background reports, or other documents.
  • Performs customer service functions in person, by telephone, mail or email; provides information or assistance regarding department/division services, activities, forms, procedures, fees, or other issues; receives and/or disseminates forms/documentation; responds to routine questions/complaints, researches problems, and initiates problem resolution.
  • Performs other managerial-related duties as required.
