About The Position

Operates a variety of heavy equipment and/or trucks utilized in construction, maintenance and repair activities; performs a variety of semi-skilled tasks in the maintenance of street, bridge, water, waste, gas, and storm drainage systems; performs related work as assigned.

Requirements

  • Considerable knowledge of heavy equipment operating principles; working knowledge of the hazards and safety precautions common to heavy equipment operations.
  • Considerable working knowledge of the methods, materials and tools used in road maintenance work.
  • Skill in operation of listed tools and equipment.
  • Ability to understand and follow oral or written instructions.
  • Ability to communicate effectively verbally and in writing.
  • Ability to observe proper safety precautions.
  • Ability to establish effective working relationships with other employees, supervisors, and the public.
  • Ability to perform heavy manual tasks under varying weather conditions
  • Study, test, and achieve all Operator Qualifications required by PHMSA to meet minimum Federal Requirements, including but not limited to: OQ Task # 2, 2a, 3, 4, 5, 6, 7, 8, 9, 10, 12, 13, 16, 17, 18, 22, 23, 24, 25.
  • A high school diploma or G.E.D is required.
  • Minimum 3 years of experience required, which involves the use of medium and heavy equipment, some of which must have been related to road repair or maintenance, utility work, etc.
  • Valid and Tennessee Class A CDL and clear driving record is required. Some departments may require specific CDL endorsements. Class B CDL may be considered if candidate possesses necessary heavy equipment operating experience and obtains Class A CDL within 90 days.
  • Given the critical infrastructure role of the facility and the need to maintain essential staffing during events such as severe weather, power outages, or other emergency conditions, employees in this position must be available to work rotating shifts. This position is subject to on-call and call-back requirements, which may include work outside of normal business hours, including days, nights, evenings, weekends, and holidays. The employee must be available to participate in a rotating on-call schedule and may be required to report to duty or remain onsite during emergency operations.

Responsibilities

  • Operates vehicles of various sizes and weights usually more than three tons in the loading, hauling and unloading of various equipment, materials, and supplies.
  • Operates trucks and construction or power equipment, such as a pan, back-hoe, grader, paving vehicle, front-end loader, boom truck, garbage compactor, dump truck, dumpster truck, low-boy truck, snowplow, trencher, etc.
  • Works with and assists the crew in digging ditches, laying lines or pipe, repairing bridges, hoisting material, tools, equipment, and related work with a backhoe or front-end loader; may use a variety of hand tools.
  • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
  • Performs all duties in conformance to appropriate safety and security standards.
  • May perform some or all the duties of Light Equipment Operator or Utility Workers, as required or assigned.
  • Other duties as assigned.
  • May be required to work a stagger shift, depending on weather conditions if department needs require.
  • May be required to work “on-call” duty as assigned by Commissioner of Utilities or another authorized Supervisor.
  • Controls traffic at work sites by flagging to guide traffic through work areas, as required or assigned.
