About The Position

Under the supervision of a Manager of Compliance & Enforcement and general direction of the Director of Compliance & Enforcement, the Gaming Inspector will ensure compliance with the Gaming Regulatory Act, the Gaming Regulations, the Liquor Control Codes, the Liquor Regulations, the National Indian Gaming Commission Minimum Internal Control Standards, Tribal-State Compact(s), and other applicable laws and governing documents. The Gaming Inspector will observe and inspect the operation of the casino activities including, but not limited to, casino layout, casino games, casino equipment, casino personnel, patrons and other areas of the facility relating to casino operations and report any findings of non-compliance.

Requirements

  • Associate’s degree is required. Two (2) years of directly related experience may be substituted for the Associate’s Degree.
  • Ability to maintain strict confidentiality.
  • Must adhere to the PBGC policy prohibiting Commission employees from gambling or playing at Four Winds Casino or any licensed game, gaming device, or online gaming/sports wagering under the jurisdiction of the PBGC.
  • Must be able to handle requests in an empathetic and professional manner.
  • Must be at least 21 years of age.
  • Must be willing to promote goals and philosophies of the Pokagon Band of Potawatomi Indians.
  • Must be willing to work flexible hours and weekends.
  • Must be willing to work in any of the Four Winds Casino properties.
  • Must have a valid driver’s license and be able to meet the minimum requirements regarding driving record in order to utilize PBGC vehicles.
  • Must submit to and successfully pass a background investigation.
  • Must submit to and successfully pass drug testing as required by the PBGC.
  • Minimum of 3 years’ experience as a PBGC Gaming Inspector.
  • Expert knowledge of gaming regulations and technical standards.
  • Exceptional skill and ability to verify game software integrity through testing of all Controlled Gaming Media.
  • Advanced ability to communicate, both written and verbally, internally and externally to the PBGC.
  • Exceptional attention to detail.
  • Comprehensive technical expertise to interpret complex regulatory requirements (NIGC MICS, PBOPI Gaming Regulatory Act, PBGC Commission Regulations, and other applicable laws) and provide practical recommendations for compliance.
  • Refine and improve compliance and enforcement checklists, testing procedures, and related policies to strengthen internal controls, efficiency, and accuracy.
  • Lead the evaluation and modification of compliance and enforcement protocols, driving continuous improvement across operations.
  • Collaborate in defining compliance and enforcement scope, priorities, and strategic initiatives.
  • Provide constructive feedback by reviewing inspector work and offering clear, actionable recommendations for improvement.
  • Apply professional judgment when evaluating sensitive or complex compliance issues, ensuring decisions are evidence-based and well-supported.
  • Communicate effectively in oral and written formats, selecting methods that foster positive working relationships.
  • Acts as the Compliance & Enforcement gaming technology related database subject matter expert.
  • Minimum of 2 years’ experience as a Tier 2 PBGC Gaming Inspector.
  • Mentor less experienced Gaming Commission personnel.

Responsibilities

  • Ensure compliance with the Gaming Regulatory Act, the Gaming Regulations, the Liquor Control Codes, the Liquor Regulations, the National Indian Gaming Commission Minimum Internal Control Standards, Tribal-State Compact(s), Four Winds Internal Policy and Procedures and other applicable laws and governing documents by conducting audits and inspections.
  • Follow all Pokagon Band Gaming Commission (PBGC) Compliance & Enforcement task lists, policies and procedures and adhere to PBGC Handbook.
  • Perform initial verifications and inspections of EGD’s.
  • Produce written documents with clearly organized thoughts, using proper sentence construction, punctuation, and grammar in a timely manner.
  • Produce and maintain accurate records of inspections, certifications, and compliance activities in PBGC databases and applications.
  • Inspect all gaming licenses to ensure that all licensees possess a valid gaming license with an “Active” status.
  • Interact with Commission employees, Four Winds casino personnel, vendors, and resource suppliers in a professional manner.
  • Receive and process initial patron complaint handlings and initiate immediate actions to safeguard evidence regarding patron claims against gaming-related equipment or devices.
  • Process self-exclusions and reinstatements.
  • Inspect and verify all controlled shipments.
  • Monitor the storage, issuance and destruction of gaming equipment and sensitive supplies.
  • Remain appraised of current and emerging issues within the Four Winds operations as well as in the Casino industry.
  • Develop, evaluate, and update Gaming Commission policies, procedures, protocols, and checklists.
  • Perform and lead investigations involving potential conflicts of interest or other irregularities, utilizing specialized investigative techniques and external resources.
  • Possesses and demonstrates an advanced ability to write and review daily duties, violation notices, incident reports and audit checklists.
  • Provide training and mentorship to Tier 1 employees when a Tier 3 employee is unavailable.
  • Provide support to other PBGC departments as requested.
  • Compile document requests received from the Operator for review by upper PBGC management.
  • Conduct verification of software received through controlled shipments, as well as post-installation verification practices that do not require software removal or direct CPU access.
  • Perform investigations that involve a high degree of electronic gaming device technical expertise.
  • Lead investigations involving EGD vendor irregularities, utilizing specialized investigative techniques and external resources.
  • Advanced ability to communicate, both written and verbally, internally and externally to the PBGC.
  • Responsible for auditing gaming technology-related databases for accuracy.
  • Monitor slot projects and customer notifications.
  • Administrator of PBGC Controlled Shipments.
  • Conduct verification of software utilizing advanced methods (e.g. GAT, ITL tools) for post-installation verification practices that will require software removal and direct CPU access.
  • Perform verifications and inspections of Class II servers, and related systems.
  • PBGC liaison to independent testing labs, gaming technology vendors and the Four Winds Gaming Maintenance department.
  • Create and maintain gaming technology training materials.
  • Proactively identify areas for improvement and lead initiatives to implement positive changes.
