About The Position

Under the direct supervision of the Vice Chair and general direction of the Chair, the Gaming Commissioner shall ensure that casino operations are being conducted in accordance with National Indian Gaming Commission (NIGC) and Oregon State Police (OSP) Tribal Gaming Section Minimum Internal Control Standards (MICS), the Tribal-State Compact, as well as Coquille Tribal Gaming Ordinance. Accomplishes internal auditing for compliance and decides appropriate course of action with regard to violations.

Requirements

  • High School Diploma or GED required.
  • Must be at least 21 years of age.
  • Seven (7) years’ experience in regulatory compliance, accounting, auditing, or gaming-related field.
  • At least three (3) years or more of professional regulatory experience in the role of a Gaming Inspector.
  • Current Oregon driver’s license in good standing with no insurability issues as determined by the Tribe’s insurance carrier is required.
  • Ability to drive long distances, including overnight stays out of town.
  • Must obtain Gaming Commission Certifications I, II, III.
  • Must obtain a Master Gaming Commission Surveillance Certification.
  • Experience in reading and comprehending various reports and documents pertaining to Indian gaming, including federal, state, and tribal gaming laws, required.
  • Extensive knowledge of Microsoft Office products required.
  • Experience in reading and objectively evaluating background investigation reports required.
  • Required to undergo and pass a background investigation.
  • Excellent oral and written communication skills with strengths in team environment and cooperative problem solving.
  • Working knowledge of Casino operations, departmental procedures, and all applicable gaming regulations.
  • Ability to work independently, possess excellent oral and written habits, and demonstrate initiative and motivation.
  • Ability to gather technical data and create appropriate reports.
  • Ability to consistently convey a pleasant and helpful attitude using excellent interpersonal and communication skills to control sometimes stressful and emotional situations.
  • Ability to communicate complex concepts, internal controls, and policy and procedures with clarity.

Responsibilities

  • Protect Tribal assets as related to gaming, including ensuring the honesty and integrity of all gaming operations by the Coquille Indian Tribe.
  • Represent the Coquille Gaming Commission professionally and tactfully at all times.
  • Ability to work and manage priorities in a time-sensitive, fast-paced work environment.
  • Provide work leadership and supervision to Gaming Commission staff, including assisting with hiring, training, assigning, and delegating work as needed.
  • Possess a thorough understanding of State Compact, State Minimum Internal Controls, Gaming Commission Internal Controls, Federal NIGC Regulations, and Ko-Kwel Casino Resorts / Coos Bay and Medford Policies and Procedures as they pertain and apply to Indian Gaming.
  • Regulate and monitor all Class-II and Class-III gaming to ensure full and effective compliance.
  • Oversee the verification of all incoming gaming application software for servers and EGMs for both Class-II and Class-III gaming.
  • Coordinate Gaming Commission Auditors with Oregon State Police (OSP) Field Agents to conduct yearly sensitive items inventories, software inventory, and software destruction.
  • Maintain logs and verification signatures of all controlled gaming software.
  • Review policy and procedure updates and changes submitted for Class-II and Class-III gaming operations.
  • Collaborate with Surveillance and support staff to ensure accurate recording, reporting, and documentation of incidents or issues at both Tribal Casino properties.
  • Oversee and work directly with Compliance auditors on compliance reviews and internal audits to assess the effectiveness of internal controls and compliance with Compact, Coquille Gaming Commission (CGC) regulations, state and NIGC MICS, and casino policy and procedures.
  • Work with OSP Field Agents and NIGC Compliance Officers on audits, inspections, and findings.
  • Participate in Gaming Commission hearings to make determinations regarding guest disputes and license denials.
  • Report any observed policy violations to the Coquille Gaming Commission in matters involving Tribal, state, or federal regulations.
  • Assist with Table Games auditions as needed.
  • Perform as Gaming Inspector in Coos Bay and Medford when necessary.
  • Travel will be required to Ko-Kwel Casino Resort / Medford on a regular basis with frequent overnight stays. Some situations may require travel with little notice.
  • Perform other duties as assigned.
