SAIC is seeking a Fundamental Research Analyst to support the Office of Naval Research (ONR) through a cross-functional team within the Department of Navy (DON) and the Office of Chief of Naval Intelligence & Security. This team is responsible for developing, implementing, and overseeing the ONR Fundamental Research Due Diligence Review (DDR) process. The position is hybrid and based out of Crystal City, Arlington VA.

  • Support the comprehensive review of Fundamental Research (FR) proposals and related entities by developing and contributing to the evaluation process.
  • Conduct research and analysis on entities to identify patterns, concerns, or threats, aiding in the identification of potentially nefarious indicators for referrals to NCIS as part of the DDR process.
  • Produce analytic reports summarizing trends, analyses, and threats from foreign entities impacting supported FR proposals.
  • Establish and maintain a process for the continuous monitoring of previously assessed entities, in collaboration with key stakeholders, to detect new or emerging foreign ownership, control, or influence (FOCI) concerns, within the bounds of policy and law.
  • Provide analytical and briefing support to senior Navy personnel, other analytical divisions, and ONR leadership regarding findings that may impact national security efforts.
  • Identify trends and patterns related to intellectual property theft and technology transfer and provide informational briefings to support DON's mitigation efforts.
  • Identify access and threat vectors often exploited by foreign intelligence entities or other adversaries targeting DON/DOD technologies.
  • Deliver informational briefings and create analytical products to support DON's risk mitigation efforts as required.
  • Stay informed on relevant policies, laws, regulations, and industry best practices related to FR, FOCI, cybersecurity, and regulatory risk.
  • Develop and coordinate procedures for assessing Navy FR requests and prepare analytical reports and mitigation assessments.
  • Collaborate closely with other members of the Fundamental Research team to establish processes and procedures for conducting DON FR due diligence reviews.
  • Bachelor's degree and ten (10) years' experience; Master's degree and eight (8) years' of professional experience.
  • Additional years of experience may be substituted in lieu of degree.
  • Secret required to start; Ability to obtain a TS/SCI required to maintain employment.
  • US citizenship.
  • Experience with Fundamental Research, Industrial Security, Due Diligence reviews, Supply Chain Risk Management (SCRM), research/technology grants and proposals, and/or the SBIR/STTR programs.
  • Experience conducting open-source analysis to assess the threats posed by entities with identified risks.
  • Excellent presentation, oratory, and written skills are essential as findings will be regularly presented, both orally and in writing.
  • Demonstrated ability to produce timely and effective results.
  • Ability to work both independently and with personnel from multiple organizations.
  • Ability to coordinate and collaborate with a team located in different facilities throughout the DMV.
  • Knowledge of Joint-Publication (JP) 2-0.
  • Knowledge of Department of Defense Directives (DoDD): 5240.10 and 5240.02.
  • Knowledge of Department of Defense Instruction (DoDI): 5000.86, 5240.04, 5240.18, 5240.19, and 5240.24.
