About The Position

The Functional Specialist / Advisor (Technology Directorate) serves as a technical advisor and subject matter expert, providing strategic consultation and guidance directly to senior leadership within CIO-T, including the Director of CIO-T, Director of Technology Engagement (D/TE), and Deputy Director of Technology Engagement (DD/TE). This critical role supports high-level decision-making by developing and delivering technical briefings, talking points, position papers, courses of action, and recommendations. The advisor responds to inquiries from both internal and external stakeholders, including those within the National System for Geospatial Intelligence (NSG) and the Intelligence Community (IC), ensuring alignment with NGA's programs, architecture, and mission objectives.

Requirements

  • Master’s degree in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or 18 years of experience as an Enterprise Architect in lieu of degree
  • Strong technical background, knowledge of CIO-T’s and NGA’s organizational structures, and background in acquisition and resource management
  • 20 years minimum experience with program management & acquisition processes
  • 15 years minimum experience preparing technical and programmatic overview material for senior government officials and congressional oversight bodies
  • 5 years minimum working on NGA Enterprise and/or Solution Architectures within NGA
  • Experience defining, developing, documenting, and maintaining the NGA, NSG, ASG, United States Government (USG), commercial and foreign partner AS-Is and To-Be Architectures consistent with the NGA GEOINT CONOPS, inclusive of business, Data, Network, Security and Solutions-level sub-architectures (at the Enterprise Architecture level).
  • Experience defining the orchestration of systems and services across the Enterprise to deliver the functions required to satisfy operation capabilities and mission activities, including the allocation of functions, services, requirement responsibility and interface definitions to the appropriate time phased architecture, technical roadmap, To-Be Architecture and program (at the Solutions Architecture level).
  • Demonstrated experience in consultation, facilitation, collaboration, and presenting
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly

Nice To Haves

  • Demonstrated experience and understanding of CIO-T’s programs and areas of oversight inquiry
  • Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC
  • Demonstrated experience preparing acquisition strategy documentation
  • Demonstrated understanding of DoD & ODNI acquisition oversight policy and processes
  • Experience with Microsoft Office Suite products, especially Microsoft Word, PowerPoint, Excel

Responsibilities

  • Serve as a technical advisor and subject matter expert, providing strategic consultation and guidance directly to the Director of CIO-T, Director of Technology Engagement (D/TE), and Deputy Director of Technology Engagement (DD/TE).
  • Support high-level decision-making by developing and delivering technical briefings, talking points, position papers, courses of action, and recommendations in response to inquiries from both internal and external stakeholders—including those within the National System for Geospatial Intelligence (NSG) and the Intelligence Community (IC).
  • Develop and prepare technical summaries, talking points, background briefs, and read-ahead materials for senior CIO-T leadership.
  • Conduct in-depth research and analysis on complex interdependencies between NGA Programs of Record, acquisition initiatives, enterprise architecture efforts, engineering projects, funding decisions, and scheduling plans.
  • Interpret and articulate key issues related to enterprise and solutions architecture—identifying assumptions, gaps, dependencies, and integration strategies in alignment with internal documentation and discussions.
  • Collaborate with internal and external subject matter experts to develop well-informed recommendations and courses of action that address identified risks, gaps, or issues.
  • Produce high-quality, professional-grade deliverables—including white papers, briefings, correspondence, and technical talking points—tailored for senior leadership and suitable for external dissemination to oversight bodies, ODNI, DoD, and mission partners.
  • Present and brief senior NGA leadership (D/CIOT, D/TE, DD/TE) on final products when requested.
  • Proactively build and leverage a strong professional network both within NGA and across the broader IC and DoD communities to support task completion and mission objectives.
