About The Position

This opportunity is for an Independent Peer Reviewer to support the SEA 05TU University Affiliated Research Center (UARC) Program Office in conducting a Comprehensive Review. The role involves reviewing various documents, including the draft Navy Comprehensive Review Report, Technical Addendum, and the UARC Comprehensive Review White Paper. The reviewer will compile discussion items, receive responses from the UARC and Navy UARC Office, and then conduct a site visit. During the site visit, the reviewer will meet with UARC management, technical, and administrative staff, conduct facility tours, discuss preliminary findings with senior UARC leadership, and adjudicate questions. The process culminates in the preparation and submission of a final report summarizing the findings of both the documentation review and the site visit. The entire Independent Peer Review is expected to take approximately three months to complete, assuming timely responses and productive meetings.

Requirements

Minimum of 30 years' experience culminating in a leadership role at a major educational institution or Assistant Secretary or Under Secretary level of a DoD technical office supporting research and development, procurement, and support.
Expertise in the applicable scientific and technical fields, and detailed understanding of the areas of warfare supported by the Navy UARCs.
Demonstrated broad understanding of the DoD UARC model, UARC operations, and Government strategic requirements that are particular to DoD UARCs.
Demonstrated commitment to high integrity and quality, and to insightful, fair, and impartial reviews.
Absence of any conflict of interest for the UARC to be reviewed and specific Government programs involved.
Understanding of applicable security and proprietary considerations and ability to meet security requirements required to conduct an in-depth review.
Willingness to sign a conflict-of-interest and confidentiality agreement that protects the UARC’s and Government’s classified, controlled unclassified, proprietary, and other sensitive information.

Having this experience from one of the five University Affiliated Research Centers is a plus.

Responsibilities

Provide support to SEA 05TU, the University Affiliated Research Center Program Office.
Review the draft Navy Comprehensive Review Report, including the Technical Addendum prepared by the Navy.
Review the UARC Comprehensive Review White Paper and any other relevant documentation provided by the Navy Primary Sponsor’s office and the UARC.
Compile a list of discussion items that need further explanation or require additional supporting information and/or clarification.
Provide the list of discussion items to the UARC under review and Navy UARC Office for response as warranted.
Analyze the UARC’s follow-up responses.
Generate a list of items (agenda) for discussion and review during a site visit to the UARC.
Meet UARC management, technical, and administrative staff as necessary for detailed discussions and facility tours during the site visit.
Discuss the reviewer’s preliminary findings with senior UARC leadership during the site visit.
Adjudicate all areas of question during the site visit.
Prepare a final report summarizing the findings of their documentation review and site visit.
Submit the final report to the Navy UARC Office and provide it to the UARC under review.
