About The Position

RiverTech, LLC is seeking a motivated, detailed oriented, and customer-focused individual responsible for Functional Analyst/SME II activities in support of the U.S. Army Futures Command (AFC), providing analytical and subject matter expertise (SME) to the Sustainment Capability Development & Integration Directorate (S-CDID). This is in direct support to the Joint Capabilities Integration Development System (JCIDS) requirements for the sustainment warfighting function. The Functional Analyst/SME II position at Ft. Lee, VA., will conduct Capability Development / Assessment work in support of the Sustainment Capability Development & Integration Directorate (S-CDID). The Sustainment CDID determines, develops, synchronizes and integrates Army sustainment capabilities within the Army and Joint Interagency, Intergovernmental and Multinational (JIIM) environments from concept to capability development for CASCOM and force modernization proponents across the Doctrine, Organization, Training, Materiel, Leadership Development, Personnel and Facilities (DOTMLPF) domains, resulting in a trained and ready sustainment force fully integrated into the Army, Combined and Joint Warfighter. Capability Assessments work supports a unified vision for sustainment looking towards the future and developing a sustainment foundation to support the future Joint force, delivering the Army of 2030, designing the Army of 2040, in accordance with AFC and JCIDS processes. Provide enhanced analytical rigor for Concept and Capability functional assessments. Enhanced rigor involves support to special studies/reports, Capability Based Assessments (CBAs)/Threat Based Assessments (TBAs), scenario and formation assessments, Doctrine, Organizational, Training, Material, Leader Development, Personnel, Facilities and Policy (DOTMLPF-P) assessments, input to Strategic Portfolio Analysis Reviews (SPARs), DICRs, DCRs, ICDs, CDDs, CPDs, force development/design, Joint concept development, experimentation, Joint exercises and scenario participation. Primary duty involves support for increased participation, integration and collaboration with Soldier Support Institute (SSI), AFC, other CDIDs, and the Sustainment community of practice to include in-depth analysis and expertise in areas of Human Resource (HR) and Finance (FC) required to improve analytic rigor for SSI focused concept development support. Support TBA/CBA force modernization process consisting of Task Analysis, Gap Analysis, and Solutions Analysis. Conduct DOTMLPF-P assessment to inform sustainment requirements document development, modernization efforts and resourcing priorities. Develop capability assessment products, logistic requirement estimates, information papers, briefs, talking points which aid in investigation to identify Sustainment demand signals, opportunities, challenges, failed or partially achieved sustainment tasks, gaps and mitigating solutions across the sustainment functional areas. Participate in experiments (to include seminars, table-top exercises, wargames, focused excursions, simulation, and modeling) to inform JCIDS and SPAR to modernize the Sustainment Warfighting Function. Utilize the AFC/FCC FORGE database, share-point and virtual servers to execute, archive, populate, share and maintain associated T/CBA products. Travel may be required to academic, scientific, government and industry facilities to gather information and attend discovery meetings with various subject matter experts to pull their data together (including collaborative sites). Participate in and/or conduct various conferences, meetings, map-board drills, work groups, simulations, RoC Drills and experiments. Contractor will maintain Sustainment Battle Lab (SBL) knowledge management SharePoint sites.

Requirements

  • Contractor personnel shall as a minimum 15 years of experience in Army sustainment covering strategic, operational and tactical levels including deployments or experience in recent operations.
  • Must have and be able to maintain an active current Defense Security Service issued SECRET clearance.
  • Must be able to independently organize, write and conduct research/analysis from strategic down to the functional task level.
  • Must be able to carry out complex military research and analysis as directed.
  • Must be able to perform intermediate-level graphics generation, technical document preparation, and have a working knowledge of Microsoft Office Suite products (or equivalent).
  • Current relevant experience in theater, corps, division and brigade level operations, modular structures and concepts.
  • Current relevant experience in U.S. Army, Joint and Multinational operations.
  • Current relevant experience in Joint Capability Area (JCA), joint and/or NATO concepts and doctrine, Army Universal Task List, and the Universal Joint Task List.

Nice To Haves

  • Bachelor’s degree or higher.
  • Joint Professional Military Education (JPME), Phase I or II.
  • Must have an Active U.S. SECRET or preferably TOP-SECRET clearance.
