About The Position

The position primarily serves as Senior Developer in PennDOT’s Bureau of Solutions Management. The incumbent will be responsible to assist with design and development of the new PA Unified Crash System. Candidates will work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements using Angular, Java, Spring Boot, GIS, and Azure Function technologies. Required: 8+ Years Front-End Frameworks & UI Technologies Angular (preferably Angular 14 or higher) Responsive UI design with Bootstrap (optional) and Material Design libraries Prior experience with jQuery (nice to have) Back-End Development Java with Spring Boot (Microservices architecture) RESTful APIs design and integration GIS integrations and spatial data handling Testing frameworks J Unit Prefer: Jasmine and Karma Data Post GIS - based data design for reporting layers PostgreSQL or any other database management system Cloud & DevOps (Azure-Focused) Azure Kubernetes Service (AKS) Azure API Management Azure DevOps for CI/CD Containerization with Docker Azure Data Factory Tools & Environments ArcGIS Online (AGOL) ArcGIS Extension plugin for WebEOC VS Code or Eclipse or Spring Tool Suite (STS) Git / Azure Repos for source control and collaboration Required: Knowledge and Experience Experience with the Esri ArcGIS Maps API/SDK for Javascript Knowledge and experience with the following: ArcPro/ArcObjects, GeoEvent Processor, Velocity, Experience Builder, Survey123, and Field Maps Experience with ArcGIS Enterprise Server and ArcGIS Online/Hub/Community as an Administrator Experience in designing/developing geocodes and geoprocessing services Knowledge of Esri ArcSDE and multi-user versioning with state trees/branch versioning Knowledge of linear referencing systems/methods, Esri Roads and Highways, Oracle Locator/Spatial Knowledge of responsiveness and mobile-first development Knowledge of Design Patterns and Solid principles Knowledge of digital accessibility and disability inclusion Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA) Knowledge of WCAG 2.1 AA requirements Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS, Android) Experience applying WAI-ARIA authoring guidelines and best practices Experience optimizing for the accessibility features of the platform (HTML, iOS, Android) Experience developing digital products that comply with accessibility standards
