About The Position

This position serves as a program consultant supporting county agencies in the administration of fraud investigation and benefit recovery activities for SNAP and cash public assistance programs. The role combines technical expertise, regulatory interpretation, training, and collaborative problem-solving to ensure program integrity across Ohio's counties.

Requirements

  • Option 1 : Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field; AND 18 months experience in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
  • Option 2 : Completion of graduate core program in social or behavioral science or medicine-related or comparable field; AND 6 months experience in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
  • Option 3 : Equivalent of minimum class qualifications for employment noted above.

Responsibilities

  • Provide consultation, guidance, and technical assistance to county agencies on fraud investigation and benefit recovery processes.
  • Support counties in managing and calculating claims, conducting investigations, identifying internal fraud, preparing cases for prosecution, and navigating administrative hearings and disqualifications.
  • Offer technical assistance on systems used by county fraud and benefit recovery staff in coordination with ODJFS offices, other state agencies, federal agencies, law enforcement, and courts.
  • Assist in developing and implementing procedures to ensure compliance with administrative rules and program requirements.
  • Develop, present, and participate in training sessions, including quarterly fraud control meetings, targeted training sessions, conferences, and virtual sessions.
  • Create desk aids, handouts, and PowerPoint presentations to support training and technical assistance.
  • Monitor and review fraud and benefit recovery data submitted by counties by conducting periodic county reviews of core benefit recovery activities, providing feedback and requesting corrective action when warranted.
  • Assist with data collection, analysis, and responses to inquiries from external stakeholders such as legislators, other states, law enforcement, and federal agencies.
  • Provide recommendations for developing or revising state regulations related to fraud and benefit recovery.
  • Perform related duties, such as attending staff meetings, preparing reports and presentations, maintaining logs and records, and representing the office at conferences.
  • Travel as needed to counties, meetings, and training events.
