About The Position

The Office of Recovery and Resilience (ORR) ensures that the voices of people with lived experience shape all aspects of our behavioral health system. ORR is seeking an experienced program analyst to administer and support the delivery and monitoring of Peer Delivered Services (PDS) within the Behavioral Health Services system for individuals who are justice involved through Oregon's courts (e.g., civil commitment, guilty except for insanity, Aid and Assist, or Magistrate hold). In this position, you will act as a liaison and provide program oversight by coordinating with Community Mental Health Programs (CMHP), coordinated care organizations (CCO), residential providers, and peer-run organizations. You will identify service needs, evaluate program outcomes, and provide technical assistance and recommendations for improving access, service delivery, and system performance related to forensic Peer Delivered Services. Your key functions in this role will be to administer aspects of the state-funded Peer Delivered Services program focused on forensic populations; identify system and service delivery gaps, and recommend improvements to increase quality and accessibility of Peer Delivered Services; provide technical assistance and coordinate training efforts to support program compliance and performance; monitor program implementation and evaluate the impact on outcomes for justice involved behavioral health service recipients; and coordinate with statewide partners, peer-run organizations, and community partners, and interested groups to support and align program efforts.

Requirements

  • Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills.
  • Two years experience coordinating or administering a program.

Nice To Haves

  • Possession of a Traditional Health Worker (THW) Certified Peer Support Specialist or Peer Wellness Specialist certification or MHACBO Certified Recovery Mentor or ability to become certified within six months of hire.
  • Experience with Peer Delivered Services as it pertains to forensic services such as aid and assist, civil commitment, jail/prison, and its intersection with substance use disorder and behavioral health.
  • Established relationships with diverse community groups including people with lived experience, communities of color, immigrant groups, the disability community, veterans, older adults, individuals identifying as LGBTQ+, and other communities disproportionately impacted by injustices.
  • Experience developing and implementing programs that center the voices of people with lived experience and promote equity and inclusion.
  • Familiarity with state and local best practices that can help to advance person-directed, trauma-informed, and equitable behavioral health care in Oregon.

Responsibilities
