About The Position

The Finance/Accounting Specialist III will serve as a senior-level subject matter expert supporting complex antidumping and countervailing duty (AD/CVD) investigations for the Department of Commerce. This position plays a critical role in analyzing cost submissions, identifying and resolving accounting issues, and contributing to key memoranda and determinations. Working under general supervision, the Specialist will apply deep expertise in accounting principles and cost analysis to ensure the accuracy and integrity of financial data used in trade enforcement decisions. This role offers a unique opportunity to support fair trade practices while gaining insight into the federal regulatory process.

Requirements

  • A minimum of 8 years of experience in accounting, cost analysis, or a related financial field.
  • Demonstrated expertise in accounting principles, financial analysis, and cost examination techniques.
  • Strong analytical and problem-solving skills with the ability to interpret complex financial data.
  • Experience preparing financial or policy memoranda, reports, or other formal documents.
  • Familiarity with trade remedy law or international trade regulations (preferred, but not required).
  • Ability to work independently under general supervision and manage multiple assignments simultaneously.
  • Excellent written and verbal communication skills.
  • High level of attention to detail and accuracy.
  • Bachelor’s degree in Accounting, Finance, Economics, or a related field (or equivalent experience).

Responsibilities

  • Analyze cost submissions and accounting filings for assigned antidumping (AD) duty cases.
  • Identify and propose solutions to complex accounting and cost issues impacting trade remedy cases.
  • Prepare well-documented, accurate cost calculation adjustments for both preliminary and final case determinations.
  • Draft and contribute to the Office of Accounting (OA) sections of memoranda, briefing papers, and Issue and Decision Memoranda, including content for court filings.
  • Develop long-range plans and objectives to support the preparation of accounting schedules, exhibits, and financial summaries.
  • Review accounting documents to verify accuracy of calculations and ensure consistent application of relevant policies, procedures, and standards.
  • Collaborate with team members across the Enforcement & Compliance unit to support timely and accurate case outcomes.
  • Maintain detailed documentation and audit trails to support case analysis and ensure transparency.
