About The Position

Apogee has an exciting new opportunity for a Foreign Clearance Program SME to support Headquarters United States Air Force (HAF/A10) in providing Strategic Deterrence and Nuclear Integration. This effort delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives. Support areas include international treaties and agreements, the Foreign Clearance Program, Countering Weapons of Mass Destruction, nuclear stockpile and enterprise management, missile defense, nuclear deterrence research and education, strategic policy, ancillary IT support, and program management. This is a full-time position, located on-site at the Pentagon in Arlington, VA. This position is contingent upon contract award.

Requirements

  • Citizenship: Must be a US citizen
  • Clearance: Must have and be able to maintain TS/SCI level clearance
  • Education: Bachelor's degree
  • Years of Experience: Twelve (12) years of experience in the respective technical/professional discipline, including five (5) years of DoD experience
  • Experience evaluating and interpreting DoD FCG information
  • Experience determining entry requirements for foreign countries
  • Knowledge of international sovereignty issues
  • Knowledge of AF foreign military and operating rights
  • Knowledge of international civil aviation issues
  • Knowledge of USAF special weapons overflight issues
  • Knowledge of AF freedom of navigation issues
  • Experience in planning, directing, and managing complex projects
  • Knowledge of Air Staff, JS, and OSD organization

Responsibilities

  • Serve as on-site Foreign Clearance Program (FCP) SME and Government primary point of contact, providing overall guidance on FCP requirements.
  • Ensure compliance with USG policies on aviation fees, aircraft and personnel clearance procedures, and international sovereignty considerations.
  • Advise on passport, visa, and entry/overflight requirements for DoD and DoD‑sponsored personnel deploying overseas.
  • Provide historical background and analysis of current and future foreign clearance issues to support HAF/A10P FCP decision‑making.
  • Prepare written FCP policy/procedure documentation and develop briefings for internal and interagency audiences.
  • Represent and discuss USG FCP policy with Air Force, DoD, U.S. Embassies, and non‑governmental organizations in interagency forums.
  • Respond to Government inquiries, resolve problems, and address concerns across the full spectrum of FCP issues.
