About The Position

Harkcon, Inc. is pursuing a contract supporting the Department of Veterans Affairs (VA), Office of Information and Technology Compliance, Risk and Remediation. Should Harkcon be awarded the contract, our team will process Freedom of Information Act (FOIA) requests received by the VA. This position is contingent upon Harkcon being awarded the work. We are interviewing and sending contingent offer letters to the most qualified applicants in a number of labor categories. In this role, you will: Lead day to day contract execution for VA FOIA support. Manage staffing, schedules, risk, quality control, and communication with the COR and VA leadership. Ensure the team meets FOIA timeliness and quality requirements and operates effectively in the VA eFOIA system.

Requirements

  • Bachelor’s degree in Business, Public Administration, Information Systems, Legal Studies, or related field, or four years of relevant experience in lieu of a degree.
  • PMP certification, or demonstrated FOIA workflow management experience that substitutes for formal certification based on the solicitation language.
  • 3+ years managing teams or federal support operations.
  • 1+ year supporting FOIA, records management, privacy programs, or similar compliance functions.
  • Demonstrated ability to oversee staff, track performance metrics, maintain schedules, and report status.
  • Experience identifying operational risks and coordinating corrective actions with stakeholders.
  • Strong communication skills for interfacing with VA program leadership and supporting organizations.
  • Familiarity with FOIA case management systems and ability to learn VA’s system quickly.

Responsibilities

  • Manage integrated work plan, schedule, and deliverables for FOIA intake and processing support.
  • Direct and prioritize FOIA production across multiple tracks, including simple, complex, expedited, and backlogged work as assigned.
  • Oversee staff performance, monitor metrics, and implement corrective actions when quality or timeliness trends slip.
  • Maintain routine status reporting to the COR and coordinate with VA stakeholders across supported organizations.
  • Ensure team adherence to FOIA process controls, documentation standards, and internal quality checks before Government review.
  • Lead risk identification and mitigation, including surge planning and cross training to protect throughput.
  • Ensure all contractor personnel complete onboarding, nondisclosure agreements, required forms, and security steps on time.
  • Ensure the team can quickly learn and effectively use VA’s FOIA case management system of record.
