About The Position

Global Science & Technology, Inc., is seeking a Freedom of Information Act (FOIA) speicliast to support our client in the National Oceanic & Atmospheric Administration (NOAA) satellite service in Silver Spring, Maryland. Salary will be commensurate with level of experience. GST is looking for an experienced individual to support NOAA's FOIA reporting and compliance obligations. The ideal candidate will independently process FOIA requests from cradle to grave. They will review and document incoming requests, locate responsive records, and manage timely FOIA responses while ensuring compliance with applicable statutes and regulations. They will also do research and compile reports as necessary and be responsible for collaborating with cross-functional teams within NESDIS and the broader NOAA as required in order to respond to FOIA requests on behalf of NESDIS.

Requirements

  • Associate's or Bachelor's degree in business, information management, contracting, or law OR Two or more years as FOIA Specialist supporting Federal agencies
  • Four or more years as Procurement Analyst or FOIA Specialist supporting Federal agencies
  • Proficient in Microsoft Suite
  • Knowledge of FAR, FOIA, FOIA Exemptions, and Privacy Act
  • Ability to analyze and resolve complex FOIA issues
  • Experience with FOIA documentation, reviewing contract files, and handling sensitive information
  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements.

Nice To Haves

  • Knowledge of Veritas eDiscovery Platform (aka Clearwell), FOIAXpress, and Adobe would be beneficial.

Responsibilities

  • Assessing incoming requests, locating responsive records, and determining dispositions through established procedures.
  • Managing timely responses to FOIA and acquisition-related inquiries from the public and stakeholders.
  • Resolving discrepancies and proposing updates to FOIA guidance and procedures when necessary.
  • Applying FOIA exemptions, propose redactions per statutes and regulations, and ensure protection of PII.
  • Identifying complex requests and coordinating responses across offices (both within NESDIS and/or NOAA).
  • Archiving records, maintaining FOIA tracking database, and designing reports summarizing requests
  • Coordinating file management.
  • Independently researching, reviewing, and compiling information packages for management approval.
  • Recommending policy and procedure improvements.
  • Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
  • Demonstrating a commitment to quality and customer support.
